The Aga Khan Foundation in Syria seeks to employ full-time Area Human Resources Officers for its offices in Tartous and Damascus.

JOB NUMBER: HR/ 01

JOB SUMMARY:

The Area HR Officer is responsible for providing a comprehensive human resources support to area office employees in line with organisational policies, national labor laws, and best practices. The role serves as the primary HR contact for respective staff, handling recruitment, onboarding, off- boarding employee relations, performance appraisal, benefits, etc. The Area HR Officer shall ensure that staff in local offices receive the HR support needed to effectively do their work. The Area HR Officer works closely with Area management and coordinates with the central HR office as required. The Area HR Officer reports directly to the Area Manager and works under the functional guidance of the Head of Human Resources to ensure alignment with organisational HR policies and standards.

ROLES AND RESPONSIBILITIES:

- Monitor and ensure compliance with HR policies, including the implementation and adherence to the HR Manual.
- Oversee area office recruitment processes, including advertisement, screening applications, coordinating interviews, verifying references, and documenting selection decisions in close coordination with the HR team in the central office.
- Oversee the contract management process, including preparation of employment contracts, addenda, and letters for compensation/designation adjustments.
- Follow up on the probation period evaluation of new joiners.
- Supervise the Medical & Life Insurance Files, including staff additions and cancellation and prepare all the claims and payments for the insurance company.
- Supervise disciplinary and grievance cases in collaboration with the Head of HR Dept., ensuring timely and appropriate responses
- Coordinate with the Administrative Department in the central office regarding the implementation of the leave policy and records.
- Contribute to the appointment process of volunteers, interns and service providers as needed.
- Coordinate with the Operations department for the provision of logistic requirements for the new joiners.
- Ensure the accuracy of the HR Database and provide relevant information upon request.
- Prepare and timely provide monthly payroll information to the HR team in the central office.
- Prepare formal documents such as experience, guarantee letters, employment letters, and other official correspondence.
- Schedule meetings, interviews, HR events and maintain agendas and coordinate training sessions and seminars.
- Supervise onboarding sessions for newly hired regional staff, ensuring a smooth integration into the organisation.
- Maintain accurate, complete, and confidential personnel records.
- Support implementation of the country-led performance management process in the area office in coordination with the related HR team in the central office.
- Identify training needs and support learning and development initiatives in collaboration with the HR team in the central office.
- Support internal and external HR audits, spot checks, and compliance reviews, and follow up on audit findings.
- Work closely with the central office management and coordinate with Finance, Administration, and Program teams on HR-related matters.
- Foster a diverse and inclusive work environment that welcomes individuals of all genders
- Adhere to safeguarding policies and Code of Conduct in all interactions, implement safeguarding prevention measures to prevent and report safeguarding concerns, and contribute to a safe and respectful environment for all individuals AKF works with.
