PURPOSE OF THE POSITION
Career Counselors / Employment Services Officers deliver the project’s services to job seekers. Working in pairs in each governorate, they register and profile participants, co-deliver the two-day package with PES/DOSAL and TVET staff, build an action plan with each person, and follow through on referrals until an outcome is recorded.

KEY RESPONSIBILITIES
- Lead outreach in the assigned governorate, contributing to at least 32 outreach activities across the project, through PES/DOSAL, TVET, youth and community centers, digital channels and referral desks; screen eligibility and prevent duplicate registration.
- Register and profile job seekers with informed consent in the ILO digital tool, recording sex, age, disability, population group and location; no parallel registration system is used.
- Co-deliver the two-day package of eight structured sessions with three PES/DOSAL or TVET co-facilitators: career counseling, labor market orientation, CV preparation, interview coaching, rights at work, OSH, vacancy matching, action planning, and group counseling. Each governorate pair runs about 27 groups of about 40 participants.
- Complete an individual action plan with each participant and prepare referrals to jobs, TVET, apprenticeships, EIIP/PWP, SIYB, access to finance or specialized services; record each referral and its outcome.
- Coach co-facilitators in profiling, counseling, referral, and documentation so that PES/DOSAL teams can lead sessions during the final phase.
- Cover the governorate’s referral desks on an agreed weekly schedule, answer the project helpdesk, and pass feedback and complaints to the right focal point so that each receives a response within five working days.
- Follow up with participants after the package and after job fairs and support the Employer Liaison and Referral Officer with candidate preparation, matching, and verification of employment outcomes.
- Keep complete records (attendance, facilitation and transport support sheets, consent forms, referral forms) and apply inclusion measures, accessible venues and reasonable accommodation to reach at least 35 percent women and 5 percent persons with disabilities.

Qualifications
- University degree in psychology, social work, education, sociology, human resources or a related field.
- At least two years of experience in career guidance, employability training, case management, livelihoods, or youth programs.
- Demonstrated ability to facilitate adult groups of 30 or more participants.
- Good command of tablets and digital data collection tools.
- Fluent Arabic; working English is an asset.

- Living in or near the assigned governorate and familiar with its communities.
Women are strongly encouraged to apply.

HAND aims for at least one woman in each governorate pair.
