Responsibilities
Monitoring & Evaluation Management:

•Establish a structure of M&E implementation which ensures that monitoring and evaluation activities are carried out on a regular and timely basis and in accordance to the M&E Plan, with the findings analysed, reported and follow-up.
•Participate in the development of assessment and monitoring plans for all proposals with the support of Technical Advisors and Deputy Country Director.
•Review existing and create appropriate tools and forms to assess and evaluate impact of programme implementation, including tools for the AAP system.
•With the support of the programme team, organize, co-ordinate and lead the implementation of baseline surveys, needs assessments, KPC surveys, midterm and end of project evaluations such as PDMs and other relevant monitoring and evaluation activities.
•Coordinate the technical aspects of field M&E operations such as obtaining latest population data to enable sampling frame preparation before a survey.
•Regularly review and improve data collection and management procedures for greater efficiency.
•Regularly complete Routine Data Quality Assessments (RDQA) to determine the status of data quality at any given time and to develop and implement strategies to address any identified gaps.

Monitoring & Evaluation System:

•Establish and document a clear system of monitoring and evaluation procedures, for example the PDM process and forms.
•Develop a system to organize, manage and communicate M&E findings/reporting for learning and improve programming practices, ensuring that learnings are implemented.
•Develop and ensure best practices in monitoring and evaluation activities in the field.
•Ensure that enumerators who carry out data collection and data entry are duly and properly trained, supervised and supported. Assist IM Officer in training enumerators, where necessary.
•Develop training materials and provide training on survey methodology to other stakeholders such as MOH staff.
•Analyse, present data as well as communicate survey/ assessment findings with field teams.
•Ensure that data is regularly and consistently collected, cleaned, accurately represented and stored in a systematic manner in the respective databases which facilitates analysis, research and reporting.
•Maintain robust records of all collected data to provide a clear and transparent account of performance and take immediate action in areas of poor performance.

Communications:

•Provide analysis of data collected in a timely manner for internal monitoring and donor reporting, writing project reports as required.
•Provide, in collaboration with input from Deputy Country Director, field sector advisors and Area Managers, a comprehensive written report on survey results in a timely manner.
•Actively participate in the lessons learned discussions with Deputy Country Director, field sector advisors, Area Managers and field teams for improvement of data collection activities and also project design adjustments if necessary.
•Attend and participate in relevant sector working groups, if needed.


Support functions:

•Support Information Management Officer in the development of tools and other data collection forms for assessment and the monitoring of programmes.
•Support the Protection Officer in ensuring greater beneficiary accountability
•Support the programme team and Quality Assurance Manager in other relevant and needed areas of work


Qualifications
Essential:

•Bachelor/License Degree in biostatics, social science or other relevant fields.
•At least 2 years related professional experience.
•Experience in conducting surveys.
•Experience in participatory assessments or monitoring and evaluation.
•At least 3 years NGO experience and 1 year experience in managing multi-sectoral projects.

Desirable:

•Post-graduate degree in the humanitarian sector.
•Experience working with refugees or Syrian communities.
•Experience facilitating focus group discussions or workshops.

The successful candidate must be legally allowed to Work in Syria, need to be holder of fully valid passport for travel to Lebanon/Jordan for training.

This is a position based in Damascus/Country Office with periodic field visits (subject to staff safety procedures and movement approvals). Project locations currently include Rural Damascus, Homs,Der Ez-Zor, and Aleppo Governorates.

Working week is usually 5 days per week, Sunday to Thursday 8:30 - 16:30.

This position requires flexibility at times. Travel might be required to Lebanon/Jordan/Switzerland for training or meetings.

Salary and Benefits
We offer an interesting job with Medair and competitive remuneration. We will offer the successful applicant a six months contract on current projects inclusive of 3 months' probation period, renewable dependent on both performance and funding for subsequent projects. .

You must be available to start work As Soon As Possible. Candidate should be willing and able to work in Damascus, Rural Damascus, Homs and Aleppo and undertake field visits to other governorates (subject to movement approval).
