Responsibilities
• With support from the Policy and Communications Adviser and EFSVL Adviser, work on the development of a strategy on food security and livelihoods policy and programme issues, in line with the Country Strategy and Influencing Plan, to support programmes addressing conflict-affected populations in Syria.
• Collect information from Oxfam’s programmes to use for policy and advocacy purposes, ensuring that Oxfam’s global advocacy is built on evidence from our programmes.
• Work with the EFSVL Adviser and Area Managers to identify key stakeholders within Syria (e.g. Departments of Agriculture, private sector) and consider how area-based research could impact policy decisions at a local level.
• Maintain an overview of the major trends linked with food security and livelihoods in Syria
• Liaise with and coordinate policy work with other agencies, especially INGOs, for example through the sector meetings in Syria, or Area HCTs.
• Work closely with the Partnership Manager and Project Managers to engage with Oxfam’s SNGO partners to gain information from their programme and support them to develop their food security and livelihoods advocacy.
• Work closely with Communications department to support the develop of stories from conflict-affected populations in support of policy and programme objectives.
• In collaboration with relevant programme staff and management, develop working relations with key stakeholders across the private sector, local authorities and central authorities to influence agenda setting and food security and livelihoods policy development and practice
• Working with the Policy and Communications Adviser, and other Oxfam policy staff, produce policy documents and papers for publication where appropriate to promote Oxfam’s policy agenda.
• Provide support to staff and country programmes in lobbying the UN, donors and Governments in relation to food security and livelihoods issues e.g. on access to affected populations, market analysis, appropriate funding or meeting standards.
• Ensure that all work addresses the challenges of gender justice.
• Work with fundraising teams to develop funding proposals – utilising policy work.


Qualifications
Essential
• Knowledge of the humanitarian response in Syria
• Proven ability to communicate effectively in Arabic and English, both verbally and written, including ability to produce policy documents
• Ability to engage with external stakeholders
• Proven capability to work to and cope with multiple deadlines
• Team player, self-motivated, able to meet agreed deadlines with minimal supervision
• Commitment to gender justice and ensuring issues of gender are an integral part of all work
• Ability to travel around Syria, including for overnight stays

Desirable
• Knowledge of the food security situation in Syria
• Knowledge of poverty and economy/livelihoods in Syria
• Ability to travel to Beirut
