Responsibilities
Tasks and Responsibilities
The HR Manager is responsible for the development, coordination, control, evaluation and maintenance of HR work within the Member Association. In this role, he/she ensures the implementation of the HR Manual standards in the Member Association and is responsible in close cooperation with the line management and the national key functions for the development, implementation and evaluation of concepts according to the organisation’s HR Manual, the global HRD paper “Our Human Resources Approach”, regional and global standards, guidelines and local requirements which also include evaluating and following up processes.

Detailed tasks:
Compensation management: The HR Manager as an owner and driver of the compensation process ensures the implementation of the system and yearly review (including adaptation the national Job Family levels and the salary bands, organising and facilitating the performance conferences, requesting the salary increase budget, including the salary data in the budgeting process, informing payroll on the new salaries). More specifically:
- Administering payroll on monthly basis and liaise closely with finance team on all matters related to modifications to calculate necessary deductions.
- lead the Pay review process to ensure competitive and effective approach to pay and reward benchmarking in market.
- Responding to all queries related to payroll and staff expenses in a timely manner.
- Act as the focal person for all benefits inquires, submit monthly reports to management and where needed
- ensure proper insurance scheme for all employee
HR Operations & Compliance:
- Responsible for the essential part of the employment cycle of employees including negotiating, clarifying, discussing, job offers along with other benefits, health insurance, reference checks, contracts, code of conduct, etc..
- Supervise HR team in setting up sound procedures .
- Develop all tools needed, to manage EOS indemnity, rewards, and closing account, plus also keeping HR records – both manual and electronic up to date.
- Managing the Leaver Process – and conduct exit interviews.
- Ensure adherence to SOS policies and the national labor law in all processes and procedures.
- Providing a high level of customer service to internal staff and job seekers.
- develop the yearly plan for HR department.

Contract management & Legal compliance:
• Revising and Issuing all new/re-new contracts (employees/contractors/volunteers) and ensuring that they are in line with the approved matrix/salary ranges.
• Clarifying/amending, and solving all contractual problematic issues in coordination with the lawyer.
• Liaising closely with the Legal Advisor on all related legal issues and contractual agreements and ensuring legal compliance in all HR functions.
• Ensure proper understanding of SOS code of conduct and key values by all staff members (current and new), contractors, and volunteers.

Qualifications
- Minimum: Bachelor degree in Business Administration or HR specialization. MBA or MSc is plus
Professional Certification - S/PHR, CHRM-CP/SCP is a plus.
- 5 - 10 years’ experience in human resources management with expertise in providing a superior, proactive, business focused service
- Very Good English skills
- Very Good Computer Skills
- Excellent written and verbal communication skills.
- Effective HR administration and people management skills.
- Demonstrable experience in an HR role in an international NGO, with demonstrable experience in resourcing, HR processes and procedures, employee relations, and learning & development
- Proven experience of managing teams and supporting and developing capacity of teams including at a distance
- Able to work effectively in fast-paced and rapidly changing environments;
- Flexible and high tolerance for ambiguity;
- Able to work independently and within a team to achieve results;
- The integrity and approachability, as managers and staff must feel able to discuss sensitive and confidential issues with you;
- Curiosity and a willingness to challenge organizational culture where necessary;
- Proven ability to plan, organise and prioritise work and not lose sight of strategic priorities.
- Experience of working in a multicultural team environment with both national/global staff.
- Ability to influence and motivate others to achieve results
- Gender and cultural sensitivity, commitment and understanding of the values of SOS and the principles of equal opportunities.
- Full understanding of Syria Labour Law
