Responsibilities
1) Project set-up and implementation
a) Support the partners in the set-up and the development of new projects
b) Ensure timely and accurate implementation of the project activities, ensuring that outcomes and outputs are reached as defined in the logframe.
c) Provide problem-solving solutions and actions in collaborations with implementing partner and in coordination with the supervisor where needed.
d) Assist partners in preparing regular activity based work plans.
e) Ensure the quality of implemented activities and the adherence of introduced customized programs.
h) Support the implementing partner in the set-up of functioning and high-quality referral systems (to schools/NGOs and other service provider).
i) Carry out other tasks assigned by the supervisor.


2) Monitoring and Reporting
a) Conduct regular project visits within Syria to monitor project activities, expenditures and progress towards achieving the project outcome and outputs.and provide structured feedback.
b) Support partners in the collection, compilation and analysis of relevant high-quality data.
c) Support the partners to compile on-time internal reports for the assigned project in line with donor requirements and internal regulations and in accordance with reporting schedule; assure the submission of the reports specified in the reporting schedule.
d) Assist in the provision of necessary training to partners staff and implementing partners on M&E and related tools and templates.
e) Assist in preparing M&E plans and assist local implementing partners in setting up M&E
structures.
f) Support partners in developing impact and progress measurements.
g) Facilitate and coordinate the evaluation of the programme.
h) Carry out other tasks assigned by the supervisor.


3) Coordination and Partnership Management
a) Represent the organization vis-a-vis other donors, partners, local authorities and
institutions and coordination platforms in Syria and Lebanon according to the Regional Education
Programme Managers instructions
b) Maintain a strong working relationship with partners and keep the Regional Education Programme Manager informed of all partnership developments
c) Ensuring that all planned activities are coordinated within local, national and international/UN coordination bodies.
d) Attend coordination meetings in Syria as required and provide updates on projects to
the various working groups.

Qualifications
1) Education
a) University degree in Humanitarian or Development Studies, International Relations, Business Administration, Social Work, Education or a related field.

2) Professional Experience
a) Minimum of 4 years of experience in a similar position preferably in Lebanon, Jordan or Syria. Prior experience in Education/Education in Emergency and relief projects are a strong asset
b) Strong Project Cycle Management skills
c) Experience in designing tools and strategies for data collection, analysis and production of reports.
d) Experience in data collection and analysis as well as M&E assessment tools are required.
e) Proven work experience in a post-conflict setting
f) Sound understanding of the Syrian context.

3) Skills and Competencies
a) Highly organized, good capacity of analysis and synthesis, and attention to coherence and detail.
Strong inter-personal skills, patience and persistence, if required.
b) Strong motivation to work in close partnership with national partners
c) Proven ICT skills,
d) Expertise in analyzing data using statistical software
e) Strong training & facilitation skills.
f) Strong writing/reporting skills
g) Sound understanding of humanitarian standards
h) Solid communication and presentation skills, especially in writing.
i) Ability to work independently, with minimal supervision and to cope with time pressure
j) Sound experience with modern technology, modern management tools

4) Language and Other Requirements
a) Excellent written and spoken English and Arabic are required.
b) Permission to work in Syria and Lebanon
c) Willingness to frequently travel to the field

Specific Vacancy Requirements
Duty Station: Damascus/Syria.
Travel: Frequent travel within Syria (Aleppo, Kafroun) + Field visit to Jaramana, Rural Damascus.
Reports to: Regional Education Programme Manager
Expected Start Date: ASAP
Duration: 12 months with possible extension
Expected Workload: Full time
