Responsibilities
Objectives of consultancy:
1.1 Provide ZOA with different options on the deliverables described below, and support ZOA with the appropriate rationale to facilitate decision making and selection processes among the different options.
1.2 Assist ZOA in closing deals with local counterparts, procuring associated items and services, and troubleshooting any challenges and problems that may appear in regard to the consultancy mission and relevant deliverables.
1.3 Help ZOA to identify and explore other operational requirements and demands that have not been identified and that may be concluded consultancy mission, and implement plans to respond to these requirements.
1.4 Provide any other operational and logistical support as requested by ZOA during the consultancy period.

Deliverables:
2.1 Procurement of needed items and services takes places according to ZOA standards (e.g. at least 3 vendors and service providers are identified for the different anticipated procurement processes, including office and home furniture, IT and other technology infrastructure and support services, electrical devices, office stationary; et cetera).
2.2 Communication with local vendors and service providers (e.g. IT providers, landlords, cleaners) is maintained and conducted in line with ZOA standards and code of conduct.
2.3 Support staff (e.g. cleaners) are recruited and instructed in line with Syrian labour law and ZOA standards.
2.4 ZOA venues are assessed according to ZOA international security standards, and any potential issues are addressed (e.g. procurement of fire extinguishing equipment).
2.5 Electricity, telephone, water, heating, data lines, etc. are ensured to be functioning, with any issues being resolved.
2.6 Assets and asset registers are developed and updated for all venues.
2.7 All other logistical & administrative requirements that emerge during the consultancy mission are met and achieved according to ZOA's needs.

Qualifications
Proven experience in the area of logistics. Finance and security experience is a plus.

Good understanding of humanitarian and political context of Syria

Candidates with experience working with NGOs are preferred.

Fluent in Arabic and English both written and verbal.

Specific Vacancy Requirements
The consultant will be expected to sign the ZOA Code of Conduct and Child Protection Policy and adhere to all contained principles during the full period he/she provides services to ZOA.

Salary and Benefits
Time frame:
The consultancy work shall take place for 1 month (22 working days) from the day of signing of the consultancy contract & expected to be in mid-August. A detailed timeline of the action plan will be developed jointly with the consultant.

Budget and costs coverage:
The consultant will be paid with a daily fee rate of 50.000 SYP (based on an 8-hour working day). The maximum days of work will be 22 days in a month. Payment will be pending a signed time sheet by the consultant and approval of the ZOA Program Manager or Programme Quality Manager.

ZOA is an international non-governmental organization that works in countries where communities are suffering from calamities, irrespective of race, gender, religion or age.

ZOA is approved to operate in the Syrian Arab Republic in order to provide and deliver humanitarian assistance and services, according to the approval issued by the Ministry of Foreign Affairs and Expatriates in September 2018, and after signing a Memorandum of Understanding with the Syria Trust for Development that regulates and frames the work of ZOA in the Syrian Arab Republic.

Following ZOA's registration in Damascus, we are now in the process of setting up operations including opening an office, procurement of items, recruitment of local staff, and other relevant issues. In order to achieve the above, ZOA intends to recruit a logistical support officer on a consultancy basis to help the day-to-day operational set-up of the organisation. The contract will be for 1 month.
