Responsibilities
Planning and implementing the day-to-day procurement activities under direct supervision of procurement officer, ensure an efficient implementation of the procurement procedures in the projects while maintaining compliance to ADRA Syria standards and protocols. This includes but is not limited to the following:

- Planning: Together with the procurement officer to determining and updating the procurement planning according to the incoming requests/orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors.
- updating the procurement follow-up tool and archiving of the procurement documentation in order to guarantee the quality, compliance, availability, traceability and coherence of procurement files.
- Sourcing-Assessing: Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services, matching expected quality. Submitting and collecting quotations and tenders following the ADRA Syria procurement policy.
Equipment Management
- Manage assets including and not limited to laptops, PC, printers, phones and other communication materials.
- Organize equipment and other stock following ADRA Syria guidelines.
- Organize and control materials stored in store, follow the ADRA Syria management procedures to ensure effective stock control.
- Relate with the staff in Damascus Office to solve procurement/ logistic needs ranging from stationary to general.
- Assure the proper organization and efficiency of procurement office in Damascus.
- Liaise with the field personnel to manage equipment and stocks, and liaise to purchase and deliver.
- Any other task not here listed and necessary to the projects and activities.
- Monitor and Ensure payments against Purchase Orders and Contracts are made upon satisfactory delivery of inputs and services without any delay.
- Maintain a proper filing (hard and soft) and easily retrievable system for Purchase Orders and Contracts issued for the procurement of goods and services
- Maintain an efficient database on procurements and liaise with the suppliers and contractors on deliveries of goods and services to the project target areas.



Qualifications
• University Diploma or BA degree in business management or related field
• 2 years of experience in logistics or procurement
• Good interpersonal skills
• Good English language skills
• Demonstrates a high level of interpersonal skills and patience
• Able to work under pressure as part of a busy team
• Good computer skills with capability in email, Microsoft Office and related business and communication tools.
• Extremely flexible, and have the ability to cope with stressful situation
