Responsibilities
Technical Expertise and Programme Development (30%)
• To lead the implementation of EFSVL programme components in areas where Oxfam is responding to a humanitarian crisis, in line with Oxfam policy and agreed standards (as per approved project plans). This includes undertaking rapid needs assessments, scoping, designing, implementing and monitoring the EFSVL programme.
• Play a strong leadership role within the EFSVL team in area of response, managing an EFSVL team and working closely with Partner staff, where applicable
• To continuously scan/assess the context, and adapt the programme and team composition as required by the context, security aspect always prioritized.
• Ensure that risk management and contingency planning is included at all stages of the programmes.
• To prepare Concept Notes and draft proposals for funding as required. Prepare Sitreps, interim and other reports (e.g.: Interim, final, Weekly Market Monitoring, etc.)
• To contribute in preparing final report for donors and prepare operational report for Oxfam

Qualitative Programme & Partner Management (30%)

• In collaboration with the MEAL team, to monitor the impact of our work on the target beneficiaries, report on output indicators of all aspect of our work and agree on strategy within the programme for monitoring.
• Monitoring and evaluating the project regularly, ensuring partners’ and community participation as appropriate, as well as accountability towards communities.
• Ensuring the EFSVL team are working closely and proactively with the MEAL, logistics and finance teams and adhering to required procedures in implementing program activities on a timely, transparent and accountable manner.
• Increase partner participation, design quality capacity building plans for partners, and facilitate a true partnership with those with whom we work
• Ensure qualitative programmatic implementation, through appropriate use of Oxfam tools related to monitoring & evaluation. Work to integrate programming with other sectors, notably WASH and Gender.
• Support and promote programme quality and project strengthening activities e.g. data management, project quality meetings, learning events and partnership reviews;
• To encourage mainstreaming of gender into livelihoods early recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/awareness raising activities and incorporating gender data in program monitoring and design.
• To gather and manage program information effectively, ensuring accurate, easily accessible records maintenance and filing by programme team members.

People & Financial Management & Capacity Building (40%)

• Managing, supporting, coordinating and appraising EFSVL staff appropriately, effectively and according to policy and procedures to increase understanding and build capacity on livelihoods and food security issues within the team and with partners where necessary
• Identify capacity needs of partners and/or country programme staff and develop training, capacity building activities to meet their needs develop (or adapt existing) guidelines and training materials;
• Performance-manage all direct line reports
• Identify and support staffing needs, including recruitment
• Actively participate in monthly financial review meetings to plan and monitor the budget expenditure, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to;
• Review actual financial performance against the budget, and explain variances on a regular basis;
• Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.
• Ensure implementation of security regulations within the team

External Representation & Coordination
• To coordinate with other agencies, particularly those undertaking EFSVL programmes including Food Distributions, UTC, CFW, Vouchers, livelihood protection and promotion activities including agricultural and livestock support.
• In coordination with Management, to represent Oxfam in Cluster meetings and in meetings with government or other NGOs
• Facilitate effective working relations with colleagues around communications, policy and advocacy issues and concerns, ensuring evidence-based programmatic input into policy and media messaging;
• Ensure Oxfam is engaged in relevant external fora for coordination, proactively influencing agendas for wider response in Syria
• Engage with relevant partners, including private sector actors and local authorities, to influence stakeholders and shape priorities


Qualifications
Essential
• A suitable qualification in the relevant field of food security and livelihoods (Agriculture Economics, Economics, Community development, etc.)
• Minimum of at least four (4) years in relief and /or development work with INGO / NGO/ or Government, and knowledge and experience of work in EFSL interventions, including market based and cash transfer programmes (vouchers included), Experience of in kind food or other items distributions;
• Proven experience in designing, implementing and monitoring UTC, CfW and Voucher programmes This includes designing all necessary formats and training staff in the implementing CTP
• Proven experience in post distribution monitoring and price monitoring
• Proven experience in market assessment and analysis
• Proven expertise in coaching and training national staff in technical, project cycle and managerial skills
• Experience of conducting assessments and surveys to support design and implementation choices
• Experience and knowledge of Livelihoods asset protection and recovery activities in emergency and post-emergency situations
• Strong leadership and management skills and ability to work and build a good team and team spirit. Strong mentoring and capacity building skills. Ability to work autonomously with minimum supervision
• Strong project cycle skills: assessments, design, implementation, monitoring, evaluation, and strategic planning
• Financial monitoring skills
• Proven computer competence and conversant with data management (spreadsheets)
• Proven ability to analyse complex environments at local and national level, monitor changes and translate into appropriate strategic planning.
• Experience in management and capacity building of teams in complex contexts.
• Excellent verbal and written communications skills and the ability to relate to people from all backgrounds.
• Good written and spoken English.
• Ability to work with diplomacy, tact and sensitivity and experience in working within different cultural contexts requiring cultural sensitivity.
• Well developed interpersonal and team skills and proven ability to be flexible in demanding situations and ability to work under pressure and in response to changing needs.
• Sympathy with the aims and objectives of Oxfam.
• To be familiar with and abide by the NGO/Red Cross Code of Conduct and with the Sphere Humanitarian Charter and Minimum standards.


Desirable
• Knowledge of other sectors – Protection, Water, Sanitation and Public Health
