Responsibilities
Ensure an effective implementation of field monitoring system covering all area offices as follows:
Directly accountable for planning, implementation and reporting of field monitoring activities conducted in the country office including the third-party modality in close coordination with the M&E Analyst;
Develops and implements field monitoring strategy that includes structures, tools and training to ensure field monitoring activities are conducted smoothly, continuously monitors utilization of resources and assures funding for field monitoring;
Develops and improves common indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process;
Provide technical support to field staff on implementing monitoring plans in the field;
Liaises with area managers, portfolio, project managers to collect and analyze data and to determine progress achieved;
Liaises with PARC unit and provides the collected data in a systematic manner ensuring that all collected reports, documents and photos are uploaded into the Internal Monitoring and Reporting Platform (IMRP)s.

Plans, implements, reports and assures field monitoring activities:
Conducts period field visits to monitor progress, bottlenecks, delays and other challenges, track results, lessons and risks and document them ensuring different results and their impact on women and men. Any findings and lessons learnt will be shared/feedback to area offices and responsible parties in writing;
Advises senior management group on necessary actions based on the field visits;
Based on regular monitoring of implementation, identify any risks and issues and feed them into quarterly risk log;
Develops a brief bimonthly report to the senior management group and PARC unit in summarizing progress using indicators on the ground;
Track field activity level results on the periodic basis in close coordination with area office teams responsible for implementation as well as with responsible parties;
Collect, check, verify and compile data from the field as stipulated in the field monitoring plan directly or through field monitoring personnel;
Review monitoring reports, project progress reports, photographs, case studies, video documentaries, power point presentation, etc. received directly from the field or through the IMRP system in close coordination with the CO Communications Officer and PARC unit;
Review field level assessment reports, baseline studies and progress reports;
Ensure that reports from partners/consultants are complete and meet the quality requirements;
Undertake the quality control of project’s implementing plans and approaches in the field;
Support Finance/Oversight Assistant on monitoring progress of financial management activities;
Prepare field monitoring’s periodic progress report and submit to supervisor, PARC and senior management group;
Assist project teams to prepare period reports of project through providing monitoring related information;
Prepare field visit monitoring plan and conduct monitoring visits as and when required;
Conduct regular monitoring to projects interventions in the field interventions to ensure the quality delivery of inputs and contribute for generating expected results;
Ensure that financial management activities are conducted per the plan;
Participate in internal and external monitoring mission;
Work closely with the CO M&E Analyst and project team members and relevant stakeholders for monitoring of project interventions as it relates to the field;
Undertake other activities as requested input into UNDP monitoring systems.

Supervises and develops capacity of field monitoring personnel:
Supervises field monitoring personnel and ensures optimum delivery of tasks assigned to them;
Ensures adequate monitoring budget and personnel needs are included in all new proposals, project documents, grants and field activities through involvement in the development cycle of these documents;
Provides technical support to field monitoring personnel for all field monitoring related activities;
Trains field personnel on monitoring concepts, skills and tools;
Organizes and conducts results-oriented monitoring trainings for the field personnel;
Work closely with implementing partner teams for enhancing their capacity for proper data collection and reporting.

Builds and shares knowledge on field monitoring:
Collect and/or assist to collect case story, best practice documentation, lesson learn;
Liaise closely with the CO Communications and Reporting Officers to collect and/or assist case stories, information that will go in reports and other knowledge products;
Document best practices, lessons learnt;
Provides technical support to field monitoring personnel for all field monitoring related activities;
Trains field personnel on monitoring concepts, skills and tools;
Work closely with implementing partner teams for enhancing their capacity for proper data collection and reporting;
Contributes to design TOR, training materials, communication materials related to field monitoring system in coordination with CO Communications Officer, identifies potential partners (NGOs, private sector etc.), and manages communications with implementing partners for timely and quality implementation of activities on the ground;
Compiles and disseminates information extracted from all available information management systems in the CO to Senior Management and PARC unit;
Identifies and formulates monitoring findings, lessons learned and recommendations to be integrated into broader knowledge management efforts;
Participates in monitoring community of practice remaining abreast of latest development and professional norms, standards, tools and methodologies and disseminating knowledge on field monitoring tools systems, and practices.

Qualifications
Education:
Master’s Degree in area of Economics, Business Administration, Statistics, or any other related field of study; Economics and strong data analysis training;
First level university degree with 4 years of experience may be considered in lieu of advanced university degree;
Prince 2 training and certification desirable.

Experience:
A minimum of 2 years of progressively professional experience in the field of development;
Hands-on experience in design, implementation, monitoring and evaluation of development projects;
At least 2 years of operational M&E experience at the national and international level in international development issues required;
Expertise in results measurement methodologies applied to interventions. This should include familiarity with cutting-edge M&E methods, including experience in practical implementation of field monitoring;
Demonstrated experience in applying qualitative/participatory research methods linking planning to M&E and results-based approaches;
Experience in the usage of computers and office software packages, experience in handling of web-based management systems; proficiency in using statistical analysis software and Excel;
Experience in rendering M&E results using different media; C4D/E approaches desirable.

Language Requirements:
Fluency in both Arabic and English.
