Responsibilities
Leadership
• Maintains and further develops a clear vision for gender mainstreaming and stand-alone Gender Justice programming in Syria that links to country programme strategy, regional strategy and contributes to Oxfam’s global objectives
• Contributes to the development of country strategy in Syria and encourage the integration of gender across the Syria response, ensuring that the programme teams adapt their approaches in accordance with the changing context and opportunities
• Provides direct technical support and advice to the Syria country office on mainstreaming gender in design, management, monitoring and evaluation of programmes
• Provides support and leadership to ensure women’s issues are at the heart of Oxfam’s humanitarian response strategy, and Oxfam’s long term gender justice strategy is relevant and adapted to a conflict/post conflict context
• Take an entrepreneurial approach and work with Oxfam’s partners and other stakeholders in identifying opportunities for effective programme actions that promote good governance and gender equity
• Ensure alignment with the ‘one programme approach' and linkages with humanitarian programmes, communications, policy, and advocacy.
• Ensure technical/sectoral/geographic integration of programmes where appropriate
• Use relevant analytical tools and techniques to maintains a clear and in-depth understanding of the ‘gender environment’ in Syria. This includes monitoring the socio-political context and carry out political economy analysis, power analysis, etc. to inform programming, Placing particular emphasis on cross-organisational learning
• Works with others to develop advocacy and policy positions on gender in emergencies
• Supports engagement on Gender in Emergencies and Women’s issues with peer agencies and key Working Groups, including representation of Oxfam in relevant coordination meetings including cluster meetings
• Leads on gender specific assessments and serve as the gender specialist in programme assessments
• Provides strategic gender analysis for programming and advocacy on an on-going basis.

Designing, resourcing and implementing effective programme actions
• Leads the overall management of Gender Justice projects implementation in Syria and ensure that partner organisations are adequately monitored and supported
• Provides management and technical support to Gender team on gender mainstreaming and other thematic areas
• Ensure the effective use of Oxfam Programme Management Information Systems with respect to the programme to facilitate project control and accurate communication of achievements.
• Ensure solid, effective and efficient project implementation processes and responsible allocation of financial and other resources, to deliver the programme in accordance with Oxfam procedures, values and donor requirements. This includes managing, monitoring and reviewing budgets on a monthly basis and ensure corrective action is taken as required (in line with internal and donor compliance)
• Ensure that the projects comply with donor contractual obligations and that all reporting is of good quality and is done in a timely manner as well as contributing to fundraising
• Lead in proposal development of gender programme and provide information that facilitates resource mobilisation and effective management of relations with donors.
• Ensure that projects are implemented in a consultative, participatory and gender sensitive way and meet Oxfam's quality standards.
• Supports the identification and selection processes of project partners for gender projects in Syria
• Ensures regular monitoring and field visits to project implementation locations
• Ensures that partners’, teams and Oxfam representatives from the Gender Justice Programme are regularly updated on the progress of the programme and any issues that might impede the successful implementation
• Coordinates and provides support to a system of gender focal points in each field office, and supports them regularly – ensuring gender analysis is part of the strategy and proposal development, and that minimum standards are in place for implementation and monitoring.

Measuring Success, Influencing and Advocacy
• In close collaboration with the MEAL Manager and Gender team develops a framework that captures change and impact
• Together with the country programme MEAL team, ensure that systems are in place to monitor, document and assess project progress and outcomes
• Ensures that there is regular, participatory review and reflection on successes and challenges to improve effectiveness, share good practice and increase impact of gender programming in Syria
• Ensures that project learning, and experience contribute to the development and implementation of advocacy and influencing initiatives in Syria
• Ensures that the Syria Country Programme and its partners contribute to the development of regional gender advocacy work and media campaigns
• Facilitates documentation, knowledge capture and exchange of learning on gender supporting the organisation to learn about if and how programming in crisis affected contexts can be used as opportunities to address gender power imbalances and transformative change.
• Contribute to formulation of Oxfam policy and advocacy positions on Syria.
• Represent Oxfam at meetings, conferences, etc as required.


Team Management
• Directly line-manages the members of the Gender team, ensuring implementation of Oxfam’s performance management policies and procedures
• Ensures that the team access appropriate technical support from the Syria team, head office, other Oxfam Affiliates operating in Syria and liaise with members of MECIS teams
• Builds the team’s capacity to implement gender in emergencies minimum standards, mentoring and coaching programme teams
• Encourages inter team collaboration and learning.
• Works closely with the Protection Team
• Undertake other duties related to Oxfam's programme as and when required.
• Ensure that all duties are carried out in a way that promotes Oxfam's values, culture and beliefs


Qualifications
Essential
• At least three to four years’ experience in gender programmes. This includes a strong understanding and demonstrable experience designing and managing complex projects preferably in gender development, protection or women’s issues in complex/fragile states.
• University degree in related field.
• Highly developed analytical ability, and demonstrable ability to apply gender/power analysis to programme design and management with experience of designing and implementing gender programmes that address the position of women in society in complex settings.
• Ability to effectively lead project implementation teams and prior experience of managing staff - challenging, motivating, developing and inspiring team members.
• Proven skills in financial management of complex budgets as well as donor contract management
• Experience of working with local civil society organisations, INGOs and UN in complex environments
• Highly flexible in style with the ability to produce creative and pragmatic solutions to complex/ambiguous operational problems and the ability to think outside the box, promoting innovation.
• Demonstrable ability to think creatively and practically to improve the quality of projects (particularly in partnership, accountability, monitoring, evaluation & learning)
• Ability to influence and liaise effectively with a range of stakeholders and represent in high profile environments.
• Prior experience in community participation and programme planning/design tools
• The ability to prioritise, organise the team and not lose sight of strategic objective. This includes demonstrated ability to manage workflows and balance competing priorities
• Willingness and experience in working insecure environments and a high level of adaptability and initiative with the ability to work creatively and effectively with limited direct supervision.
• Readiness to contribute to team processes and a strong understanding of the complementary nature of Oxfam programmes.
• Strong inter-personal skills and self-awareness in a diversity of cultural contexts.
• Passion for achieving tangible changes for poor and vulnerable women and men in Syria with commitment to a rights-based approach and gender equality
• Familiarity with current thinking/debates on gender and governance in fragile/crisis affected contexts
• Effective communication skills including fluency (speaking and writing) in English
• Arabic language skills
