Responsibilities
Project Quality
• Provide support and supervise partner staff in implementing EFSL activities. Work with Partners to ensure that programme is implemented in line with Oxfam policy and agreed standards (as per approved project plans).
• In close coordination with the selected partners and OXFAM’s Partnership Department to guarantee drafting and signing the LoA from the related stakeholders in a timely manner.
• In close coordination with OXFAM’s relevant departments, assess the capacity of the project implementing partner and implement training workshops, on-the-job training, coaching and mentoring. Areas of focus are likely to include holding community meetings, social mobilisation, post-distribution monitoring, price surveillance monitoring, and other processes.
• To work with the Partner staff to ensure that process guidelines and systems are used.
• Support partners to implement project activities according to global humanitarian minimum standards and best practice.
• Support partners and Oxfam team by sharing information between partners and facilitating smooth coordination to facilitate their work.
• Support the Project Manager and Partnership manager to identify training needs of partners’ teams in the field and support the Project Manager to arrange access to training opportunities.
• To work with Partners to ensure that reporting is completed in a timely manner and that reports are of high quality.
• To encourage mainstreaming of gender into livelihoods recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/ awareness raising activities and incorporating gender data in prioritising and design.
• In collaboration with the project team, to follow up the of the project implementation. The project officer will monitor and report on the project implementation to ensure reaching the planned output indicators.
Project Coordination
• With the guidance of the Project manager and EFSVL Coordinator, ensure that health and safety monitoring is incorporated into all daily site supervision activities
• Conduct a weekly internally coordination meeting with the Project Manager, and the other related department in Deir EzZor office.
• Coordinate with stakeholders on matters related to the implementation of Oxfam project in the project location.
• Technical and Operational Support to project design and implementation.
• Plan and conduct a regular filed visit to the targeted communities and maintain good communication with the project stakeholders.
• Provide technical support regarding the project activities.
• Update the Project Manager of any need to liaise with local government officials to agree on ways of working and local access to communities for project implementation.
• Supervise the implementation of Oxfam activities through partners to ensure quality, and minimum standards are upheld.
• Prepare activity reports detailing the process and progress of specific tasks.
• Help in preparing and sharing the progress reports with the Project Manager.
• Report any incident that must be brought to Oxfam's attention; through the security officer.
• Strictly adhere to Oxfam’s data protection standards for beneficiaries, partner and staff personal information held for project purposes.
• Support the Project Assistant to archive documents relating to the projects implemented (soft and hard copies) and share them with the team if requested.
• Collaborate with the Communications team to document project progress through photographs, videos or blogs or facilitate access of communications staff to field locations for data collection.
• Carry out any other assignments as may be delegated by the Area Manager and Project Manager, within the EFSVL architecture of Oxfam Syria.


Qualifications
Qualification and Experience
• Relevant university degree (engineering, agriculture, economics, development) with 2 years’ work experience.
• Previous experience in livelihoods implementation in the context of Deir EzZor is essential.
• Understanding of and commitment to humanitarian principles and quality standards for humanitarian response.
Skills and competencies:
• Knowledge of agriculture, food security, local economies and markets.
• Proven experience in community action planning processes and in working with partners.
• Proven ability to work creatively, innovatively, using owns initiative with limited direct supervision as well as a working effectively as a team player.
• Proven assessment and analytical skills and the ability to produce written and verbal reports.
• Understanding of gender issues.
• Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam work.
• High level of interpersonal and communications skills.
• Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis.
• Mentoring and coaching skills.
• Proven experience in networking, influencing and negotiation skills.
• Fluency in spoken and written English and Arabic.
• Strong commitment and sympathy to Oxfam aims and values - which are inclusiveness, diversity and accountability. This also includes commitment to Equal Opportunities (gender, race, disability).
