Responsibilities
- Work in close collaboration with Oxfam’s EFSVL team to ensure the project is appropriately integrated with EFSVL activities;
- Provide input to design appropriate vulnerability and targeting criteria for the different activities of the project.
- Ensure cash component is designed and implemented based on strong community-based needs and market assessments including delivery mechanism, feasibility and risk assessments
- Collaborate with Oxfam MEAL team to design data collection tools; market assessment and monitoring tools;
- Collaborate with the MEAL team to ensure baseline and end-line assessments are completed; ensure regular monitoring activities are carried out and project issues followed up by Oxfam staff;
- Collaborate with MEAL team to maintain project databases with accurate up to date information;
- Convene quarterly project progress and review meetings among Oxfam and project’s stakeholders;
- Collaborate with WaSH team, gender and protection focal points to ensure integration of responses and standardisation of approaches;
- Ensure full compliance with OXFAM’s data protection standards.


Qualifications
• First degree or equivalent in a relevant discipline (preferably agriculture, economics, social/livelihoods development, political science, humanitarian assistance, international affairs) or substantial community development experience;
• At least three years of experience in appropriate community mobilisation, livelihoods, cash programming in humanitarian and early recovery setting;
• Proven ability to work creatively, innovatively, using owns initiative with limited direct supervision as well as a working effectively as a team player;
• Proven assessment and analytical skills and the ability to produce written, verbal and financial reports succinctly;
• Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalised people in all aspects of Oxfam GB’s work;
• High level of interpersonal and communications skills;
• Considerable experience of training and capacity building and ability to carry out training needs analysis and develop capacity building strategies based on this analysis. Mentoring and coaching skills;
• Proven experience in networking, influencing and negotiation skills;
• Fluency in spoken and written English and Arabic language;
• Strong commitment and sympathy to Oxfam aims and values - which are inclusiveness, diversity and accountability. This also includes commitment to Equal Opportunities (e.g.: gender, race, disability)
