1. Plans, directs, organizes, reviews, and evaluates the work of professional,
technical, and clerical staff responsible for the appraisal and/or auditing of
residential, commercial, business, mineral, and agricultural properties and title
transfer and exemption claim review; supervises the preparation of complex
appraisals, appeals, and audits; reviews and approves property cost estimates;
develops and maintains listings of current market values of rural properties,
airplanes, and boats; and reviews segregation, exemptions, and cancellations
of properties from the assessment rolls.
2. Prepare data collection plans.
3. Determine training needs for the staffs.
4. Ensure harmonization and follow up of data entry and analysis, and activity
5. Assess continuously the projects’ follow-up methods and propose
6. Analyse and draft reports of the assessments conducted.
7. Support in monitoring exercises data collection process.
8. Support in developing appropriate questionnaires with the M&E officers.
9. Participate in the recruitment process when required.
10. Report training needs to the line manager.
11. Assist and participate in the implementation of training sessions on the base level.
12. Train staff of the organization, in relation to the position scope of work.
13. Explain and ensure implementation of the assessment methodologies in
collaboration with line manager.
14. Follow up the assessment team progress and submit activity reports to the line manager.
15. Organize the work of the assessment team to optimize the capacity of each
team member.
16. Carryout performance evaluation and appraisal of the assessment team.
17. Propose solutions or improvements to ensure the smooth running of the
18. Ensure development and maintenance of M&E databases.
19. Ensure monitoring and updating of mobile data collection tools used by the
20. Any other tasks designated by line manager.

 Experience in the usage of computers and office software
packages (MS Word, Excel, etc.)
 Generate all required reports and data/data analysis of
 Prepare monthly report of the tasks completed by M&E team
with Matrices, tables, graphs
 Support in completing the monthly Activity Progress Reports.
 Any other report related to M&E / M&E intervention.

Specific Vacancy Requirements
- 2 Years of professional working experience in managing assessments and data collection exercises.
- Demonstrate base understanding and willingness to commit and comply, implement and promote gender, age and diversity principles & policies
