Responsibilities
Operational support

• Administrative support to ensure all required project documentation for Oxfam and programme partners is signed, processed and stored in line with EU compliance regulations for example field trip attendance sheets and travel records, training attendance, invoices, receipts etc.;
• Coordinate between Oxfam support departments to ensure timely delivery of support to EU activities;
• Internal coordination; arrange weekly meetings with Logistics department to deliver progress updates on procurement; arrange monthly financial review meetings;
• Alongside EU Officer, ensure workplans are followed to schedule in a timely manner;
• External coordination; collating paperwork from programme partners including purchase requests, receipts, invoices;
• Manages the flow of information within the department as well as other departments to ensure that there is timely disbursement of information;
• Provides administrative support to the programme team such as planning, scheduling meetings, travel arrangements including per diems as well as supporting in the collating time sheets in accordance to payroll schedule;
• Contributes to the preparation of reports, project documents and submissions to governments by providing information, preparing tables and drafting relatively routine sections;
• Supports in maintaining the tracking system of pending issues related to stakeholders;
• Supports MEAL team to ensure beneficiary data records are maintained and protected in line with Oxfam policies;
• Organises data and information, prepares and maintains records, documents and control plans for the monitoring of project implementation;
• Attends and take minutes of meeting and follow up on necessary action points;
• Maintains records and ensure that the filing system is kept up to date at all times;
• Translates (English to Arabic and vice versa) of some limited in size documents;
• Supports the team in ensuring financial payments to suppliers, contractors and consultants are tracked and issued in a timely manner and act as focal for the finance team;
• Supports the team in following up on all contractual agreements pertaining to contractors and consultants in close co-operation with HR; as well on all respective time sheet;
• Supports in any other administrative work needed within the Department.

Technical Support

Support EU Officer and focal points in engaging with communities through meetings and interviews;
Drafting notes of field visits for review by programme team; Preparing secondary data analysis and reports as required by the programme team.


Qualifications
QUALIFICATIONS AND EXPERIENCE
• Relevant administration, business or secretarial qualifications or equal experience;
• Minimum 3 years’ experience in similar administrative work;
• Experience or interest in Emergency Food Security and Vulnerable Livelihoods programmes.

SKILLS AND COMPETENCE:
 Ability to work effectively as part of a multi cultural and diverse team as well as the ability to work independently;
 Ability to plan workloads and demonstrate accountability for outputs;
 Ability to coordinate with wide range of stakeholders;
 Detail oriented and good record keeper;
 Very good interpersonal skills;
• Has initiative, patience, tact and able to work with minimum supervision;
• Process orientated and results focused;
 Strong organisational and time management skills;
 Demonstrates adaptability and flexibility in all aspects of working;
 Good written and spoken English and Arabic is essential;
 Competency in Microsoft Office Applications;
 Compatibility with Oxfam’s values essential, combined with sound commitment to humanitarian and development issues and Oxfam’s ethos.
