Responsibilities
Design and establish a Joint Programme Monitoring and Evaluation Framework focusing on achievement of the following results:

Coordinate implementation of program’s M&E activities among all M&E staff from different agencies and develop strategies and tools for data flow
Prepare annual M&E plan and review it at least quarterly
Data collection, data analysis and design of survey and questionnaires to collect data, including at community level, as needed
Develop and regularly reviews the tools for monitoring and evaluation and make adjustments to facilitate objective measurement of indicators included in the Joint Programme
Monitor, evaluate and update risks and provide recommendations for mainstream means to address risks. In particular, monitor and ensure compliance for risk control in strict accordance with due diligence assessments, contribution agreements and the Joint Programme documents.
Provide support and serve as focal point for JP audits and evaluation in consultations with UN Organizations.
Establish and develop a functional and appropriate feedback mechanism that can input into Programme designing and implementation to ensure accountability to all stakeholders
Prepare quarterly progress, annual progress and final reports focusing on the achievement of the following results:
Prepare high-quality JP progress reports (quarterly and annual) in strict accordance with contribution agreements, the JP documents and UN policies, procedures and requirements in advance of due dates. Reports will be based on the M&E plan and overall framework, including results, partnerships, issues/concerns, risks and lessons learned.
Ensure reporting is in accordance with donor requirements
Prepare presentations for the Joint Steering Committee on the progress of the JP implementation and achievements
Any request task required by JP manager
Document lessons learned from the Joint Programme and share best practices focusing on achievement of the following results:
Compile lessons learned and best practices
Share information among Participating UN Organizations and stakeholders
Share JP knowledge products through networks or global think-tanks


Qualifications
Education:Master's degree in social sciences (international development, development studies, political economy, and public policy) or a related field.
First level University degree (Bachelor’s Degree or equivalent) with an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:A minimum of 5 years of relevant professional working experience in reporting, monitoring and evaluation including data collection and analysis including socio-economic issues and related policy matters. This should include experience in designing questionnaires and surveys for the collection of qualitative and quantitative data. Besides, experience in proposal development, donor reporting and results based monitoring and evaluation is required.
Language Requirements:Excellent command of written and spoken English and Arabic.
Excellent skills to writing analytical and results based reports.
Additional Requirements:National Professional Officers are national of the country in which they are serving, and their functions must have a national context, i.e. functions that require national experience or knowledge of the national language, culture, institutions, and systems. Experience leading inter agency or inter partner coordination processes will be an advantage.
