Responsibilities
1- Project Management :

• Oversee the overall implementation of the designated projects at Medair field bases in accordance with the project proposals, ensuring objectives are met within the required time frame and budget.
• Manage a comprehensive activity plan, including resource needs analysis.
• Ensure that regular monitoring and evaluation assessments are conducted and reports are made.
• Maintain an overview of the country context with a view to the strategic development of new projects, working with Area Managers to design and implement projects and plan responses to new crisis.
• Develop an implementation strategy which is appropriate to the country context and strategy.
• Ensure complete and timely reports of activities to Medair, donors and line managers.

2- Liaison and Representation :

•Liaison at strategic level, including the following:
o Facilitating top senior-level communication with ministries
or SARC, ensuring the maintenance of strong partnerships
o Working with DCD to support Medair teams in complex liaison
situations
o Oversee staff training in communication skills (written and
verbal) in external liaison.
o Ensure establishment of access, introduce Medair and
establish working relationships at new project locations.
• Support Accountability to Affected Populations across all bases
• Ensure Medair adherence to local laws and bureaucratic procedure
• Represent Medair at various external stakeholder meetings as required
• Actively participate in relevant local networks or task groups on specific humanitarian aid issues.
• Ensure programme details are communicated to donors in a timely and professional manner.

3- Financial Management:

• Plan and construct the budgets for the designated projects in accordance with donor guidelines
• Ensure that budgets are spent according to Medair guidelines, donor proposals and regulations and within the appropriate time frame, making budget adjustment recommendations.

4-Staff Management :

• Ensure all personnel related issues for the Area Managers are carried out in accordance with Medair guidelines. This includes recruitment, objective setting, development and training, etc.
• Ensure that staff receive appropriate and adequate training by providing mentoring and coaching
• Hold regular team meetings and, through a consultative leadership style and a transparent, honest and supporting communication structure, develop and build an effective team
• Promote the health and security of the staff by ensuring health and safety in the work place.

5- Security Management:

• Monitor and review the security status of the areas of operation on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies
• Oversee and monitor staff adherence to security protocols, including security incident reports
• Ensure all staff members working for the designated projects and all visitors receive appropriate briefings
• Advise the CD and DCD in updating security plans and protocols for the areas of operation, and implementing in response to changes in the security situation
• Support Area Managers in security planning, management and implementation.

6- Quality Management:

• Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
• Ensure designated projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international strategy. Follow the direction of relevant advisors regarding quality, strategy and technical guidelines
• Regularly assess and provide feedback to Area Managers on the quality of programmes and interventions during field visits and at other relevant times









Qualifications
1- Essential:
• University degree in relevant field or equivalent of 5 years’ humanitarian experience.
• At least 5 years of responsible experience in humanitarian affairs, emergency relief management, and development.
• At least 2 years project management experience in humanitarian field.
• At least 1 year remote management experience.
• At least 1 year experience in training/ coaching/ mentoring.
• Excellent English (spoken and written).
• Fluent Arabic (spoken and written).

2- Desirable:
• Master degree in relevant field PMP certification.
• Humanitarian negotiation skills training.
• Experience in proposal writing
• Experience in reports writing
• Relevant experience in INGOs
• Literacy in digital data collection tools ArcGIS, QGIS and ODK technology.
• Literacy in data analysis packages (e.g. PowerBI, Tableau, Qlik).

The successful candidate must be legally allowed to Work in Syria, need to be holder of fully valid passport for travel to Lebanon/Jordan for training.

This is a position based in Damascus with periodic field visits (subject to staff safety procedures and movement approvals). Project locations currently include Rural Damascus, Hama , Aleppo, Homs,Der Ez-Zor, Governorates Raqaa, Idlep (subject to staff safety procedures and movement approvals).

Working week is usually 5 days per week, Sunday to Thursday 8:30 - 16:30.

This position requires flexibility at times. Travel might be required to Lebanon/Jordan/Switzerland for training or meetings.

Salary and Benefits
We offer an interesting job with Medair and competitive remuneration. We will offer the successful applicant a six months contract on current projects inclusive of 3 months' probation period, renewable dependent on both performance and funding for subsequent projects.
You must be available to start work As Soon As Possible. Candidate should be willing and able to work in Damascus, Rural Damascus, Homs,Der Ez-Zor and Aleppo and undertake field visits to other governorates (subject to movement approval).
