Responsibilities
Under the overall supervision of the Deputy Resident Representative, the consultant will be responsible for assisting the Infrastructure Rehabilitation & Service Delivery Portfolio in the preparation of the work plan and its smooth implementation. He will provide analytical and strategic advice to the programme team in identifying new entry point and programme interventions in line with the UNSF/CPD priorities and creative responses to emerging challenges and opportunities.
The Senior National Technical Advisor, will deliver the following key tasks:
1- Supports the CO management to ensure the Strategic Direction of UNDP programme related to the Infrastructure Rehabilitation & Service Delivery Portfolio is focusing on achievement of the following results:
- Concept notes and background papers that provide thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of SF, CPD and other
- guiding principles, and identifies new entry points and strategic programme areas of cooperation for UNDP.
- Prepare documents for Local Project Appraisal Committee and technical review committee.
- Prepare assessment report and technical proposal for the Jandar Power Plant and assessment reports for 3 additional power plants along with a list of recommendations for smooth functionality of these power plants
- Expansion strategy and plan for the Infrastructure and basic services portfolio.
2- Supports the substantive supervision of the Infrastructure Rehabilitation & Service Delivery team focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:
- Concept notes and think pieces that provide thought leadership on key policy and programme issues, and suggest new and emerging areas of intervention using innovative approaches and integrated modalities;
- Comments on key policy and programme interventions related to infrastructure rehabilitation, service delivery and climate change initiatives, translating UNDP priorities into local interventions.
- Prepare performance indicators / success criteria, cost recovery, target and milestones for the projects under the portfolio.
- Advise, guidance and on-the-job training/learning opportunities that support the achievement of high performance by the staff in the IR&SD portfolio to ensure high level performance
- Advise to management on strategic oversight of planning, budgeting, implementing and monitoring
of the programme to measure the impact of the programme.
 Input and contribution to the preparation of aggregate reports on activities, outputs and outcomes, as well as donor reports.
3- Establishes and maintains strategic partnerships and supports resource mobilization focusing on the achievement of the following results:
- Advise the management on best ways to implement the CO partnerships and resource mobilization strategies to achieve programme outcomes.
- Support in the establishment and coordination of partnerships with the UN Agencies, national counterparts, bi-lateral and multi-lateral donors, private sector, civil society, etc.
- Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities.
- Analysis and research on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for partnership and cost-sharing.
4- Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
- Preparation of documentation that identifies sources of information related to policy-driven issues.
- Identification and synthesis of best practices and lessons learned directly linked to country programme.
- Coordination and development of policies with regards to country’s challenges and needs, in collaboration with national counterparts and strategic partners.
- Advise on the establishment of advocacy networks at national level and linked to international networks. Support relevant, high-impact advocacy campaigns in close coordination with the key partners.
- Sound contributions to knowledge networks and communities of practice.

Qualifications
- Academic Qualifications: Master’s Degree or equivalent in Urban Planning or related fields.
- Experience: 10 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Experience in international development organizations in conflict or post conflict setting is required. Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
