Responsibilities
IC&I is looking for local consultancy contractor "Senior Field Programme Coordinator" to support UNFPA programme implementation based in Qamishli:

- The Field Programme Coordinator leads the positioning of UNFPA on strategic and substantive issues, acting as the principal adviser to the Country Office management, assuming overall accountability for the management and work of the Sub-Office;
- S/he will attend meetings, workshops and other relevant fora with government officials, local authorities, UN agencies, NGOs, CBOs and beneficiary communities, among others.
- In collaboration with Government counterparts, United Nations organizations, NGOs and other partners, the Field Programme Coordinator oversees the formulation, implementation and monitoring of UNFPA projects in Qamishli according to UNFPA programme policies and procedures, and UNFPA’s humanitarian programme, aligned with humanitarian guidelines and joint UN
programming.
- Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and that appropriate monitoring and oversight mechanisms and systems are established and implemented.
- Reviews the political, social and economic environment relevant to UNFPA, identifies bottlenecks and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
- Oversees project implementation, identifies possible partnerships and collaborates with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs,
and addressing needs of project personnel, including recruitment, deployment, timely completion of performance evaluation and training. S/he will specifically focus on:
- Follow up on the implementation of the donor funded project in the governorate
- Monitor the implementation of the donor funded Project (Mobile outreach activities, training and workshops)
- Be the focal point for all IPs in the governorate in relations to UNFPA funded and implemented projects.
- Overall management of Qamishli field office
- Ensures the creation and documentation of knowledge about current and emerging trends and issues through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned and best practices, using this knowledge to advice UNFPA management, for information sharing, applying corrective measures and planning future strategies.
- In cooperation with relevant sections of the Country Office, prepares or contributes to the monitoring of UNFPA supported interventions, identifies bottlenecks and proposes corrective measures.
- Contributes to the development of assessments, situation reports, donor reports and other special reports.
- Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
- With guidance from the National Operations Manager and International Security Specialist, assume oversight of the Sub-Office operations and security-related matters, including attendance to relevant meetings.
- Weekly work plan with the IPs should be submitted to the supervisor and should be reported upon
- Monthly progress report and final report submitted through email includes key challenges and lessons learnt.

Qualifications
Education:
● Bachelor’s degree in management, development and/or humanitarian-related studies and/or other related fields. With 7 years of relevant working experience, preferably in management, development and/or humanitarian-related studies and/or other related fields;
● Or Master degree in management, development and/or humanitarian-related studies and/or other related fields with 5 years of relevant experience preferably preferably in management, development and/or humanitarian-related studies and/or other related fields;
● Experience with UN is preferable.
● Proven spirit of initiative and ability to work independently.

Salary and Benefits
Monthly Salary: Between 1,330,000 SYP & 1,960,000 SYP.
