Responsibilities
• Support in identifying personnel needs within Oxfam’s operation including Consultants and Volunteers
• Screen CVs select potential candidates and provide long list of candidates to respective hiring manager in a timely manner, in coordination with HR Recruitment Officer.
• Support hiring manager in developing technical assessments, interview questions and ratings
• Administer all the interviewing process, from scheduling, technical testing, arranging for panel committee, as well as sitting on the committee itself
• Ensure all necessary supporting recruitment forms are distributed and completed in line with recruitment policy
• Update candidates at all times on the interview process and ensure that rejection e-mails are sent accordingly
• Ensure all new staff are given a proper induction and that the induction pack is available, maintained and updated, and support on the development of Induction programmes
• Assist in the management of the HR and Admin Folders in the ‘O’ Drive, by conducting regular review of the drive to ensure that all information and forms are up to date and shared information are accurate and stored in a proper manner, e.g. contracts, leave balance report, sickness and medical reports
• Follow up the Hub team (Staff, site engineers and volunteers) monthly attendance sheets for the Area Manager approval and send them to the Finance Department in the Head Office.
• Hold HR inductions for all new comers and ensure that their integration into their new roles are smooth
• Support and prepare contracts when volunteers, site engineers and focal points are needed, and ensure all required documents are available and updated within related files.
• Prepare relevant reports as required
• Monitor and support the implementation of related HR and Administrative policies and procedures and report any anomalies
• Support the team on interpretation of the Oxfam Staff handbook and Oxfam HR and Administrative policies and practices and support in any necessary review process
• Coordinate the collection of absence, leave statistic, sickness reports, new/end of contract statistics and information in order to ensure that staff files are up to date.
• Track and monitor expiry dates of contracts and report to Aleppo Area Manager and HR manager for follow up actions with the respective line managers
• Assist with medical reconciliation
• Ensure that all HR documentation kept in personal files (paper and electronic) is maintained and archived in a consistent manner in line with minimum standards and data protection regulations. Follow up and inform relevant stakeholders on missing information and/or incomplete staff files.
• Support programme needs as arising with photocopying, faxing, and translation.
• Maintain contact lists for both external and internal contacts (Staff, INGO, Government contacts) and circulate to Syria Staff and Oxford teams as required.
• Supervise, manage and organize cleaners and ensure that pantries are fully stocked at all times.
• Ensure appropriate administration and conference facilities, and efficient organization of meetings, training and workshops in Syria when required.
• Provide records of meetings and follow up plan of action.
• Support all hotel and accommodation arrangements for Oxfam staff and visitors.
• Support on travel arrangements for travelling staff and visitors.
• Carry out store management for office stationery by making requisitions; set up procedure for identifying needs for stationery & store/distribute stationery according departmental procedures.
• Provide effective and efficient administrative support to all members of staff (Sim cards, ID, Business Cards)
• Ensure implementation of Oxfam’s Gender, Diversity and Equal Opportunities Policies; contribute to the development and sustenance of an organizational environment, which is gender sensitive and ethnic sensitive.
• Support in the drawing up of letters in coordination with Senior Admin Officer - HO.
• Support in any other HR and administrative work needed within the HR and Administration Departments.


Qualifications
Proven generalist HR experience, particularly leading on recruitment.
• A passion for recruiting and hiring great people is a must

• Skills in computer applications (MS office/HRMIS)
• Able to work under pressure
• Good written and spoken English and Arabic is essential
