Responsibilities
Strategy/Planning

• Support the Country Director in developing a country wide strategic programmes, objectives, activity plans with respective timelines in line with the Strategic Response Plan
• Implement the country programme strategy, sourcing new opportunities and analysing information and assessing risks
• Develop contingency plans for different scenarios in country in consultation with different stakeholders, and adapts programme response to changing need

Development and Management of Oxfam GB’s programmes

• Ensure that the programme is implemented in a cost effective, consultative, participative and transparent gender sensitive way and ensuring Gender mainstreaming and Do No Harm in all Oxfam programmes.
• Conduct regular and frequent programme support visits to all programme locations with the aim of providing programmatic directions and support to Oxfam staff and partners in terms of programme delivery, donor compliance and programme implementation, whenever feasible
• Work closely with the Programme Quality Team to improve programme quality (particularly on gender, partnership, accountability and MEL), ensuring that staff are equipped with adequate knowledge, tools and support to deliver on programme quality commitments in Programme Implementation Plans in accordance to Oxfam standards
• Be the (disaster preparedness) contingency planning lead, ensure that SOPs and guidelines are updated and followed by staff.
• Ensure Oxfam GB representation in appropriate external programmatic forums based in Damascus and other locations as appropriate.
• Monitor programme expenditure to ensure budgets are adhered to.
• Support the security focal point in ensuring procedures and policies are adhered to by the all teams.
• Key representation in the humanitarian clusters as well as other collaborative areas of Oxfam interest as agreed with the Country Director

Programme Funding/ Donor Liaison

• Ensure timely narrative and financial reporting of good quality and accuracy for Oxfam, donors and other required reporting
• In close collaboration with the Funding Coordinator identify and develop opportunities for fundraising by preparing and presenting funding requests to donors in collaboration with the Programme Technical Team.
• Guarantee that the programmes have sufficient and consistent funding and that a high quality of grant requests is maintained; prevails over Programme Management Teams to identify and prepare grant requests; visits existing and potential projects and partner organizations; supervises the grant-approval process.
• Ensure all donor grant management requirements are met

Driving improvements in programme quality

• Ensure that Oxfam’s programmes are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
• Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
• Lead in the development and achievement of a programme of high quality in all aspects of the Programme, consistent with Oxfam and other agreed standards.
• Ensure that Oxfam’s programmes are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
• Ensure that all programmes are monitoring and reviewing their impact (changes in the lives of poor people) as well as their own programme activities and spending.
• Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
• Ensure effective use of OPAL and take initiatives to improve learning and sharing of programme experience (within the programme and beyond), including cross programme learning.


Representation

• Key representation in the humanitarian group, as well as other collaborative areas of Oxfam interest as agreed with Line Manager.
• Represent Oxfam in appropriate humanitarian fora at a local and national level with government authorities, UN organizations, NGO’s and donor agencies as delegated by Line Manager.

Building effective programme teams

• Recruit and manage staff in line with Oxfam policies, ensuring that they have the necessary induction, training and support as required.
• Develop and maintains a healthy environment for the team, coordinating timely discussions on strategic programming issues and guaranteeing that the staff members reflect the institutional character in their relationships with partner organizations and allies.
• Ensure excellent people management and development of staff managed, in accordance with Oxfam’s performance management cycle and policies on development of staff, particularly national staff capacity building plans.
• Lead the Programme team and in reflection on collaborative ways of working within the team and with other teams, role model these behaviours


Qualifications
Essential

• Advanced University Degree in international relations, international development, public administration or social field, or substantial experience of working with INGO’
• Experience of emergency and an understanding of relevant complex humanitarian situations including managing finances, staff and funding of the programme (contract design and management).
• Experience of leading large and diverse teams through change, including the ability to challenge and motivate others, and develop teams
• Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of programme work.
• Experience of programme planning, and competent use of project management tools.
• The ability to meet agreed deadlines in a stressful and fast paced environment will be
• critical
• Proven record of effective management of multi- sector programmes ideally including at least one of the following :Water Sanitation and Hygiene, Gender and livelihoods
• Experience of producing proposals and reports for a variety of donors
• Relevant experience of working in the field
• High level of analytical and strategic planning skills.
• Proven numeracy and financial management skills.
• Proven influencing and negotiating skills with internal and external audiences
• Confident representation skills
• Self-motivated, target-driven
• Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts
• Experience of working in insecure environments
• Excellent written and spoken English is essential.
• Commitment to humanitarian principles and action.

Desirable
• Experience of working within the Middle Eastern context
• Experience in developing creative solutions to problems
• To be familiar with and abide by the NGO/Red Cross Code of Conduct, SPHERE Minimum Standards, Core Humanitarian Standards, Oxfam International procedures and other regulatory codes/protocols
• A good working knowledge of Arabic would be desirable
