Responsibilities
Health Project Coordination (in coordination with Health and Nutrition Advisor)
o Responsible for the coordination, support, monitoring and evaluation of projects within Medair’s Health and Nutrition programmes (including Protection) within Syria to be in line with programme requirements and any applicable national and international guidelines and standards.
o Supervise the technical quality if the health project implementation and provide feedback to the project team to ensure technical quality standards are met
o Responsible for all centrally coordinated activities for Health, Nutrition and Protection-related programming aspects
o Actively participate in national health, nutrition and protection sectors and technical working groups.
o Conduct regular field trips to clinics and other health facilities for support, monitoring and evaluation purposes.
o Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
o Oversee the timely process of data collection, collation into reports and dissemination to meet the requirements and deadlines set by Medair and/or external partners.
o Participate in the development of the country strategy, new projects and/or donor proposals


Staff Management
o Participation and input in the recruitment of health-related staff, and in ongoing development and training
o Facilitate clear, regular and bilateral information-sharing with health staff across all bases
o In coordination with Health and Nutrition Advisor, ensure that health staff members across all bases are regularly updating and developing their technical competence


Communication and General Coordination
o Coordination with relevant Medair internal departments for Health, Nutrition and Protection-related programming
o Develop and maintain positive, regular, transparent and supportive communication structures and lead in liaison with MoH, SARC and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs) on Health, Nutrition and Protection- related issues, with the objective of ensuring good cooperation and partnerships.
o Participate in Health and Nutrition coordination meetings, Medair internal trainings, and other working groups or meetings as required, representing Medair and feeding back to the Health and Nutrition Advisor other Medair staff on relevant issues
o Liaise and coordinate directly with MoH/DoH to get regular access and relevant approvals for project activities.



Logistics
o Support the area bases (Area Managers and Health Officers) in coordinating the logistics activities of the Health and Nutrition programme (including Protection), particularly in relation to the procurement, warehousing and delivery of supplies and equipment across all bases to ensure smooth operations
o Facilitate together with the Health and Nutrition advisor the process for technical evaluation of medical equipment and supplies.
o ; Support the process of approvals for equipment procurement and shipping arrangements on a national level. Ensure contact and coordination with the medical engineering department from MoH/DoH

Quality Management
o Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
o Work closely with the Health and Nutrition advisor in monitoring and evaluation to ensure that Health and Nutrition (including Protection) projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards i.e. Sphere and HAP standards.
o Participate as requested in Medair internal workshops and distance learning sessions to keep up with changing trends, new guidelines and best practices

Staff Health
o In absence of the Health and Nutrition Advisor, responsible for all staff health related issues as health focal point. This includes health briefings for all new staff, maintenance of first aid kits according to Medair standards, health advice to staff, and management of emergency cases in coordination with the regional staff health focal point.

Delegated Responsibilities
o All centrally-coordinated Health, Nutrition and Protection-related programming aspects
o Assist the Health and Nutrition Advisor in ensuring quality of the technical aspects of the Medair’s Health, Nutrition and Protection programme in Syria, including staff knowledge and performance.
o Representation of Medair at meetings and liaison with external stakeholders (including community leaders, national-level government and ministry officials, UN agencies and other NGOs).
o Cover as health technical focal point in absence of the Health and Nutrition Advisor. Focal point for communication with the Senior Health and Nutrition Advisor.



Qualifications
Essential
- Clinical degree or diploma (nurse, midwife, pharmacist, or doctor), or Public Health diploma.
- 2 years post-qualification medical professional experience
- At least 1 year management experience in a health and nutrition context.
- Excellent English (oral & written), Native Arabic speaker
- Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.

Desirable
- Clinical degree with Public Health
- Certificate / diploma in Tropical Medicine
- Qualification in nutrition
- Education/training/experience in humanitarian work
- Experience managing health projects
- Experience working in humanitarian emergency context
- Knowledge and experience of primary health care principles and management.
- Competent with statistical database such as EPI Info, SPSS, STATA, ENA or EPI Nut.

This is a position based in Damascus with periodic field visits (subject to staff safety procedures and movement approvals). Project locations currently include Rural Damascus, Hama , Aleppo, Homs,Der Ez-Zor, Governorates Raqaa, Idlep (subject to staff safety procedures and movement approvals).

Working week is usually 5 days per week, Sunday to Thursday 09:00-17:00.

This position requires flexibility at times. Travel might be required to Lebanon/Jordan/Switzerland for training or meetings.

Salary and Benefits
We offer an interesting job with Medair and competitive remuneration. We will offer the successful applicant a three months contract on current projects, renewable dependent on both performance and funding for subsequent projects.

You must be available to start work As Soon As Possible.

Candidate should be willing and able to work in Damascus, Rural Damascus, Homs, Der Ez-Zor, and Aleppo; and undertake field visits to other governorates (subject to movement approval).
