Responsibilities
STRATEGIC:
• Manage an integrated supply and logistics structure which involves liaising and working closely with all members of Oxfam team to ensure forward planning and preparedness.
• Ensure to develop and achieve function specific in particular with a view to emergency preparedness and suggest on quarterly basis on Logistic expansion plan in regard to program plans and Oxfam strategy.
• Generate and lead the in-country implementation/development strategy for logistics/supply policies and procedures.
• Build relations, advocacy, inter-relations with other NGOs, UN bodies and commercial companies on logistics / supply issues.
• Represent at key international, UN, and national fora on logistics.

LOGISTICS/Supply:
• Liaise and communicate regularly with all departments/HUB’s to ensure everyone is aware of what stage Supply & Logistics requests are at.
• Work closely with programme and technical coordinators, project managers and others in order to maintain a broad knowledge of the varieties of Oxfam's standard equipment, keeping abreast of developments and changes in technical specification.
• Ensure that supply chain, tenders, requisitions, and other related queries are processed with speed, efficiency and adhere to Oxfam and donor regulations.
• Oversee tender committees and maintain applying procedures and documenting full supporting document including book of conditions, advertising the bid, received offers, evaluation process, results, awarding letters, rejection letters, to maintain and ensure transparency of tender process.
• Ensure contracts signed from Oxfam for any service or supplies are reviewed and checked from Oxfam legal advisor to ensure compatibility with local laws and to ensure compliance with Oxfam regulation.
• Highlight and report any fraud suspicious in the tender process or supply at all levels
• Pro-actively manage vendors and the in-country vendor database—specifically through HELIOS system.
• Liaise regularly with finance on supplier's issues (terms and conditions of payments, quality, reconciliation of data between finance system and supply system).
• Ensure the management of the flow of goods and services, involve the movement and storage, from point of origin to point of distribution/good received.
• Work closely with the logistics and supply support at Oxfam regional offices and executing affiliate node to ensure support to field requirements is processed in the most cost effective manner and compliance to donor terms and conditions for procurement.
• Manage stock by insuring that inventory is taking place as required in the procedures and that records and supporting document of stock movement are maintained.
• Ensure fleet of drivers and vehicles are well managed by Logistics Officers to ensure safe and good standard of fleet operation level. And suggest expansion to management as needed.
• Receive, consolidate logistics activities updates (Sitrep, fleet report, asset tracking, stock inventories, requisition tracking and analysis) and submit progress reports to line manager on regular and timely basis.
• Ensure monthly and year end reports are prepared and communicated with the management and the region on timely basis.
• Incorporate gender and diversity sensitivities into the day to day operations of logistics processes and procedures.
• Supervise HUB offices Logistic team technically.
• Regular visits to Hub’s offices for compliance and supervision

STAFF MANAGEMENT
• Manage the supply and logistics team including identifying team size and structure, creating terms of references, acting as recruiting manager, training, setting objectives, supervision of tasks, evaluations, and performance management.
• Carry out induction and training for newly recruited staff, particularly those who would be involved in making logistics and supply chain decisions and therefore involved in procedures and donor requirements.
• Plan and put in action capacity building for Supply & Logistics staff.



Qualifications
Essential
• Proven record of related experience, operations, people and project management experience. Experience in Humanitarian/Development Sector is a priority.
• University Degree in Business Administration, Accounting, Law or Engineering is preferable. Advanced education degree is a Plus. Good understanding of donor rules and guidelines.
• Good organizational, forecasting and planning skills with the ability to review, establish and implement effective systems.
• An understanding of requirements of a rapid response emergency operation, including logistics and procurement related preparedness actions.
• Attention to detail and excellent numeracy.
• Diplomacy, tact, very good communication and negotiation skills.
• Flexibility and adaptability to work under tight deadlines and pressure.
• Experience in managing a team and ability to communicate instructions and objectives clearly.
• Gender and cultural sensitivity and commitment and understanding of the values of Oxfam and the principles of equal opportunity
• Fluent written and spoken English and Arabic.
• Computer literate, including word processing, databases/ spreadsheet use.

Desirable
• Experience with emergency response delivery in similar conflict situations is preferable
• Financial management ability is desirable
