Responsibilities
Responsibility 1: Ensure the global management of the projects
-Ensures the planning of the activities for him/her and the team
-Secures the necessary approvals mandatory for project implementation
-Monitors the projects and amend the planning in accordance
-Ensures the budget follow-up of the projects with TGHs tools and process (SCF…)
-Prepares the cash forecast related to the project on a monthly basis in collaboration with TGH finance department
-Provides technical support to the education and protection team
-Ensures that all required tools, guidelines, work standards and templates are available for the project implementation and participates in the creation of efficient education / protection tools if needed
-Ensures data collection and analyses it for all its projects and shares the outcomes to the line manager
-Monitors the projects activities, in order to evaluate, promote and share ideas for improvement and necessary changes
-Ensures that TGH’s global strategy in Syria is clear for all staff members under his/her management
-Ensures that TGH’s global strategy in Syria is clear for local communities and ensures that the activities are known and accepted
-Guarantees archiving of all the documents related to the projects under his/her supervision, following TGH standards

Responsibility 2: Ensure the global management of the team
-Participates to the recruitment of the operational team under her/his management in link with her/his line manager and the HR department
-Oversees the work of the staff under her/his management on a daily basis and through the review of weekly plans
-Supports the Education and Protection Officer in his operational management of the case management team
-Ensures the smooth communication flow and information sharing in its team: meetings, minutes…
-Proactively ensures the communication channels are clear and understood, avoid any misunderstanding and prevent any conflict within the team
-Guarantees the administrative management of her/his team (daily attendance, leaves management) in collaboration with the HR department
-Conduct staff appraisal for the team under her/his management
-Ensure that her/his team complies with TGH internal rules - in link with the HR department
-Oversees the needs in trainings in order to provide capacity building of the managed team

Responsibility 3: Participate in the definition of the strategy
-Contributes to the definition of the global education and protection strategy in link with the program coordinator
-Contributes to the definition of the assessments in link with the program coordinator and conducts or organizes them as needed
-Guarantees information gathering and experience sharing with other relevant actors (Humanitarian and line ministries) and sharing the outcomes with the line manager.
-Monitors and informs on any changes in the global ministries strategies
-Ensures that TGH projects are in accordance with the ministries strategies
-Ensures that gender, environmental and equity issues are mainstreamed in all strategies and methodologies proposed

Responsibility 4: Oversees logistics and Administration aspects of the projects
-Ensures that TGH’s and donors requirements are respected and followed at all times
-Participates in the preparation of the procurement plan at the beginning of the project, prepare purchase requests, tendering documents, follow up the tendering process in link with the logistic department, give acceptance of payment in link with the admin department
-Oversees the logistical and administrative topics related to the implementation of project activities at all times
-Contributes to update a data base of item prices and the local suppliers in all areas of intervention in link with logistic team
-Ensures the Follow up of requests and deliveries of materials, tools and equipment required for education and protection activities
-Guarantees archiving of all the documents

Responsibility 5: Internal and external reporting – communication
Internal:
-Ensure the internal reporting through existing TGH tools to the program coordinator
-Contributes to writing of concept note, proposal, report and budgets or any document for donors as requested
-Remains in line with TGH’s communication channel and enquires about them if/when unclear
-Ensures that the project documents are properly filled and timely sent
-Provides program coordinator with photos, success stories on regular basis
External:
-Contributes to the external reporting of project activities to donors, local authorities & partners…
-Guarantees the communication and therefore the coordination with all relevant local authorities (line Ministries & municipalities) and partners (SARC, UN Agencies) and send brief minutes of meeting to the line manager
-Attends coordination meetings with external partners, locality, SARC etc and send a minute to the line manager
-Represents TGH and explain the project activities to donors visiting sites in case of absence of the line manager

Responsibility 6: Ensure the security follow-up for the team and activities implemented
-Guarantees that all information related to TGH safety and security rules and SOPs is spread around and understood by all the team members
-Ensures immediate reporting to the security focal point and the line manager in case of incident reported by one of the team members
-Ensures immediate reporting to the line manager in case of breach of one of the security guidelines
-Ensures security guidelines in place are adapted to the field and activities implemented otherwise gather sufficient relevant information and shares proposition with the security focal point

Responsibility 7: Ensures translation into English/Arabic as soon as necessary for working documents
-Translate in case of misunderstanding for employees
-Translating memos or other documents as necessary


Qualifications
Education: University degree in Education / Protection qualification or equivalent experience and Diplomas
Experience:
-4 years of work experience in a similar position, preferably within an INGO
-Significant experience in team management.
-Proven experiences of working within in child protection, education, community based approach.
-Proven experience of working with children and adolescents.
Language: Advanced level in English and Arabic (oral and written)
Technical skills:
-Good knowledge and experience in project cycle
-Knowledge of project management.
-Experience in community mobilization, protection and conducting outreach activities.
-Very creative, active, positive, pro-active and flexible.
-Knowledge of the Education/Protection System in Syria and Standard Operating Procedures for Child Protection.
-Good communication and reporting skills.
-Good social skills to establish relationships with children, families and communities.
-Strongly motivated by humanitarian work.

Computer skills: Proficient user of MS Office (including Word, Excel, Outlook and PowerPoint)

General skills:

About us

Established in 1994 TGH is an International Non-Governmental Organization (INGO) designing and implementing emergency, rehabilitation and development programs. Its action includes several areas of expertise within a comprehensive approach: the programs fall within the fields of Education; Water Hygiene & Sanitation; Food Security, Livelihood & Rural Development. In 2018, TGH operates in 10 countries and manages 70 programs.

TGH has been registered in Syria in May 2017 and works under the coordination of the Syrian Arab Red Crescent (SARC). Both Organisations have agreed to cooperate in order to enhance their common objective of offering humanitarian aid to the Syrian affected people that need help wherever it is possible in the country. The main TGH sectors of activities in Syria are WASH and Education.

A preliminary assessment in the WASH sector has been carried-out by TGH from 18th July to 27th July 2017 under the coordination and with the support of SARC. Another one has been conducted by TGH team and SARC in Hama in October 2018.

Since then, TGH signed 2 WASH projects in Hama under SHF and Rural Damascus under CDCS, and is planning to submit project proposal to various donors in 2019.
