Context:

Partnerships are central to 2030 agenda of sustainable goals and essential for delivering on the vision and outcomes in UNDP strategic plan. UNDP has been the key partner for attainment of NGOs in Syria prior and during the crisis, strategic partnerships had proven active and effective with different entities (Gov, Semi Gov, institutions, NGOs and CBOs).
In Syria, and throughout the crisis, local NGOs, FBOs and CBOs showed a high sense of responsibility and immediate action in addressing the local needs mainly in availing the basic commodities such as food and non-food items.
It is foreseen for UNDP to have even greater role in the aftermath of the crisis, the role can be strongly enforced by larger partnerships in terms of scope quality.
However, the NGO sector in Syria, which was mainly focused on charity and philanthropic approaches and interventions, is currently facing mounting challenges in fulfilling a more advanced role in project management, early recovery and livelihoods sector, among others. Challenges include lack of specialized technical capacity, weak internal management and structures,
limited capacity for executing large-scale projects, difficult legal environment, complex operational and security contexts. As
such, there is a need to improve the NGOs management skills, strengthen their capacities to cooperate with one another, and promote for more active engagement with the supported communities in terms of planning, development of interventions and their implementation.
Through the last two years, UNDP NGOs Capacity Development Programme had implemented wide range of Capacity Development activities targeting the Syrian NGOs to develop their institutional and individuals’ skills and knowledge, these activities include:
- Specialized Interactive Training Workshops comprehend eighteen managerial, financial and technical topics, that were convened based on capacity needs assessment of NGOs from accessible governorates
- Multidimensional On-the-job coaching and mentoring that address the capacity weaknesses of targeted NGOs in more focused manner. The coaches convened Institutional Capacity Gap Analysis for each of the targeted NGOs, then the
mentors supervise the assigned NGO key staff through the process of developing the NGO’s strategy, organizational structure, Job Descriptions, KPIs, Accounting tree …etc based on the NGO characteristics and the standard guidance and templates needed
- Networking between the NGOs nationwide by twinning / exchange visits / study tours activities to enhance the
capacities of the Syrian NGOs by organizing study tours that provide the participants with the opportunity to interact
with other Syrian and Lebanese counterparts in an atmosphere conducive for knowledge sharing and the identification
of best practices, and to help create common grounds for Syrian and Lebanese NGOs to share their experiences and build future relationships and networks
At this stage UNDP is aiming at reviewing the adopted methods for more sustainable and durable solutions building on the local capacities in the different governorates with diversified pool of stakeholders.
Against this background, UNDP seeks for services of national expert to design the rearticulated training materials with the copyrights of UNDP, into eLearning courses and make them available for free on an online platform to become as a self-
learning tool with an easy access for the NGOs/CBOs’ staff, volunteers and other active local partners in Syria supporting better practices and interventions. As well as, the expert is needed to support the communication side for the NGOs coaching project.


Objectives of the Assignment

The overall objective is to design the rearticulated training materials with the copyrights of UNDP, into eLearning courses and make them available for free on an online platform to become as a self-learning tool with an easy access for the NGOs/CBOs staff, volunteers and other active local partners in Syria supporting better practices and interventions. as well as setting the
standard model of NGOs communication policies, action plans and SOPs and to train a set of mentors which will be ready to support institutional capacities of Syrian NGOs upon their demand that will eventually increase the NGOs’ efficiency, and will lead to more connected and engaged civic sector.
Specific Objectives:
- Manage the full cycle of eCourses production starting from the content development and arriving to content publishing on the online platform
- Graphic design of the eCourses (story board sketching - illustrations - animation - voice over; additional attached files to the course... etc)
- Develop guidelines for NGOs communication policies and SOPs, with full consideration for the Syrian legislations.
- Convene Train-Of-Mentors to be available on demand of NGOs from all Syrian Governorates
- On the job mentoring during the pilot mentoring for 10 NGOs with timely feedback and advice for corrective actions


Scope of work

Under the overall direction of the NGOs Engagement; Capacity Development Analyst, expert will be dedicated to this project
delivery and quality.
He / She main responsibility is to ensure the successful achievement of the assignment’s objectives by performing the following:
- Set the action plan for the eCourses production in cooperation with the content developers and the platform developer
- Discuss with the platform developer and agreed the technical specifications of the produced ecourses
- Define the required outputs from the content developers
- For each ecourse:
o Design the course story board sketch and update it according to the content specialist and the NGOs Capacity
Development Unit
o Graphic design of the approved final story board in a creative and innovative way
o Animate the design and the voice over
o Create the course video in the requested format
o Design the pdf attached files to the eCourse
o Publish the eCourse on the online platform
- Design and Develop the package of NGOs handbooks in a creative and professional design
- Communicate with the printing service provider for best quality printing of the designs
- Design the required communication materials of the NGOs Capacity Development unit (Brochures, animated presentations, success stories videos, ..)
- Develop guidelines for NGOs communication policies and SOPs, with full consideration for the Syrian legislations
- Convene Train-Of-Mentors to be available on demand of NGOs from all Syrian Governorates
- On the job mentoring during the pilot mentoring for 10 NGOs with timely feedback and advice for corrective actions
- Perform other duties that may be required by the NGOs capacity development Analyst.
IMPORTANT NOTE : UNDP SYRIA OWNS THE PROPERTY RIGHTS OF ALL DEVELOPED TRAINING MATERIALS, VIDEOS, GRAPHS AND TOOLS.



Final product/Deliverables

9 months
- The total lumpsum to be provided on monthly basis to the expert upon delivering a monthly report with achieved tasks to the satisfaction of UNDP.
