Responsibilities
• Responsible for overall management of the Rehabilitation & Wash team and coordination of the projects.
• Be the interface between the Rehabilitation & Wash team (team of managers, officers and assistants) and the Programs Coordinator ensuring smooth coordination and information exchange.
• Develop and create together with the Programs coordinator SIF Rehabilitation Program Strategy, Rehabilitation & Wash technical guidelines and SOPs.
• Ensure Programme goals, objectives, targets and other related issues are clearly and continuously communicated to staff in the sub-offices through remote management.
• Liaise on a regular basis with Ministries, Programs Coordinator, Field Managers and support departments (Log/Finance/Admin) to guarantee the smooth operation of the programme, addressing any issues that need immediate attention. Prepare, send and follow up the official letters for local authorities, follow up status of official approvals.
• Support the Programs coordinator in formulating overall implementation and area development plans and in monitoring activities.
• Support and oversee work both in the office and in the field and identify capacity building needs for the team. Strengthening the technical capabilities of the project team members.
• With the Rehabilitation & Wash team, establish operational working plans according to funded targets and activities per location/project and follow up on timely and quality implementation.
• Improve understanding on budgeting and budget monitoring process through continuous coaching and mentoring from the Programs Coordinator and comply with delegated budget holder responsibilities.
• Coordinate Rehabilitation & Wash interventions with sectors and partners (WASH,Education, Protection, Child Protection, etc.) as appropriate with the support of Programs Coordinator.
• Ensure international best practices and Secours Islamique France (SIF) policies are applied in the construction works and other rehabilitation works within the department.
• Help the teams to get an overview of the Rehabilitation & Wash strategies though continuous engagement with the Programs Coordinator and other team members.
• Identify opportunities for collaboration and ensure SIF’s participation in key activities at the local level.
• Develop and maintain strategic and operation partnerships as relevant with potential local NGO partners etc.
• Contribute to proposal development by leading the collection of data from the field and sharing data to providing field inputs to Programs Coordinator.
• Work with colleagues from other sectors to ensure regular coordination and collaboration in key issues at strategic and programmatic level. Report any integration issues to the Programs Coordinator.
• Provide inputs to reports such as situation reports (sitreps), monthly donor reports and end of project reports etc.
• Share data and team concerns with the Programs Coordinator on a regular basis.
• Lead the drafting of mid, final, monthly or other reports to donors, partners, coordination groups and internal ones within the area of intervention.
• Support recruitment process at Manager, Officer and Assistant level, including interviews, drafting of interview questions & job descriptions.
• Strengthening the technical capabilities of the project team members
• Overseen the regularly visit project sites to ensure that teams are appropriately supported and feed back to the Programs Coordinator.
• Ensure adherence to SIF Procedures Manual
• Ensure adherence to SIF Internal Rules & Regulations
• Maintain confidentiality and ensure the non-disclosure of any information whatsoever relating to the practices and business of SIF, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty
• Commitment to humanitarian business ethics
• Maintain always the best efficiency in project implementation and strengthen quality in all aspects of the work. This task going through the monitoring and evaluation of the work to be done and the work done, a close collaboration with MEAL department is a mandatory part of the position.
• Oversee the regularly visit project sites to ensure that teams are appropriately supported and feed back to the Programs Coordinator.
• Lead the technical assessment prepared by the Rehabilitation & Wash team and ensure that it match with international standards, the sector guidelines and donor requirements
• Perform related duties as assigned or as the situation dictates
• This list of duties is not restrictive and according to the work, other tasks can be added by the line manager.



Qualifications
• Engineering degree or equivalent in a relevant field.
• At least four years relevant working experience in a position which involved complex project management, including staffing and budgetary responsibilities.
• At least two years management level experience in the shelter sector.
• Excellent oral and written command of Arabic and English.
• Prior experience on the practical implementation and monitoring of activities to shelter guidelines,
• Advanced demonstrable skills in report writing, monitoring, sector analysis and evaluation.
• Strong negotiation and mediation skills
• Computer skills in word processing and spreadsheets
• Willingness to travel and work at field level
• Commitment to ensuring the protection of refugees
• Commitment to humanitarian principles and values

• Strong communication and team building skills, and demonstrable experience establishing and maintaining positive internal and external working relations.
