Scope/Objective

As the crisis deepens in Syria and after more than nine years of escalation of hostilities and violence, the United Nations Development Programme, is scaling up its emergency humanitarian and livelihoods interventions to reach out to the most vulnerable and affected populations. The Syria crisis has left an estimated 13.5 million people in need of some form of humanitarian assistance and protection. Moreover, 6.5 million people are displaced within Syria and 4.2 million are registered refugees in neighboring countries and North Africa. Support mechanisms are under increasing pressure due to limited and depleting resources of host families and local communities, over-stretched basic services and community infrastructure and limited housing space.
UNDP in its efforts to provide critical support to the Syrian people has initiated its Resilience Programme supporting affected Syrians through assistance to working under three main portfolios: Social Cohesion and Local Development, Infrastructure and Basic Service Rehabilitation, and Socio-economic Recovery.

To support all activities related to infrastructure rehabilitation in Southern Area Office, , the Technical Officer – Infrastructure will be recruited to develop, implement and monitor the following thematic areas:
 Solid waste and debris management.
 Rehabilitation of social services and basic infrastructure
 Renewable energy

Functions
Under the direct supervision of the area manager, southern area office and technical supervision and guidance of the Infrastructure Rehabilitation Team Leader, the Technical Officer – Infrastructure will be responsible for the following tasks:
- Provide support in developing technical manuals, guidelines for the infrastructure rehabilitation projects implemented in South Area Office governorates
- Sign, within the delegated authority, all project related reports and documentation;
- Develop all project documents for activities related to IR;
- Supervision the implementation of Infrastructure works in all engineering related activities across the all project in Southern Area Office.
- Assist the area Manager and relevant Infrastructure division project managers to update risk register for risks
associated with Infrastructure
- Daily follow up and monitoring the progress in implementation of the public works related to the project’s activities and certify the completion through submission of technical progress reports.
- Follow up on procurement needed ensuring value for money, transparency, and competition as per UNDP rules and regulations, including preparation or clearing the terms of references and condition books for technical works related to the project.
- Provide regular reports and briefs related to project activities, as needed.
- Actively participate in liaising with local authorities, non-governmental organizations, community groups, cooperatives, and other civil society organizations as well as local government organizations to support the implementation of project’s activities.
- Document lessons learned and share experience with UNDP related team.
- Engage with the government and other partners to identify new joint opportunities and provide technical support to the Partnership Unit.
- Develop a monitoring plan and mechanism to track projects’ activities, including site visits
- Prepare and submit periodic monitoring reports to the area manager in a timely manner.
- Prepare and share monthly infrastructure performance progress to the Senior National Technical Advisor - Infrastructure Rehabilitation & Service Delivery and Area Manager

Qualifications
Recruitment Qualifications

Education:
BSC in Architecture or Civil Engineering and/ or its equivalent, Master degree is an asset.

Experience:
- 6 years of relevant experience in the design, supervision and implementation of reconstruction and rehabilitation
- project management experience is a plus.
- Knowledge of AutoCAD and/or other drafting software is a must.
- Experience in the usage of computers and office software packages.
- Knowledge of structural analysis and design software.
- Work experience in community led building projects will be an advantage.

Language Requirements:
- Excellent command of Arabic and English
