Organizational Context
Under the direct supervision of Southern Area Manager and overall technical supervision and guidance of UNDP Team Leader, Economic Development , the Technical Officer – Economic Development and Livelihoods will be responsible for ensuring smooth operations of the Economic Development and Livelihoods component including but not limited to; Active labour Market (employment support – waged and self-employment), Private sector and SMEs recovery and development, rural development, and PWDs inclusion. He/she will be responsible for providing technical advice and support to programs/projects in planning, designing, implementing, training/guiding, monitoring and evaluating Economic Development and livelihoods interventions. The technical officer have the responsibility in coordination, technical assistance and advocacy with Government, Agencies, local community and other stakeholders. Furthermore, s/he will carry-out the action research on Economic Development and Livelihoods programme according to Community Needs Assessments and bio physical parameters, form and strengthen farm based Economic Development and Livelihoods interventions whilst applying the Cooperative Concept amongst them.
S/He will work closely with the field-based project staff and liaise with Government authorities in the districts, project partners, including vendors, contractors and civil society
Functions / Key Results Expected
The Technical Officer – Economic Development and Livelihoods will perform the following functions:
Planning support:
- Provide technical advice on best practices and approaches to sustainable Economic Development and Livelihoods (EDL) programming and technical input to the project work plans.
- Work closely with field project teams to build their capacity on integrating market-driven approaches in projects and support them to identify opportunities for replication and scale-up within the existing projects.
- Produce case studies of market-driven approaches to programming that clearly demonstrate both the social transformation and EDL outcomes of the interventions at the local level.
- Support the Area Manager in conducting community-based needs assessment, including mapping and assessment of key stakeholders, assessing risks and resources.
- Identifying key entry points for UNDP’s livelihoods and economic recovery initiatives in four thematic areas.
- Support in developing the proposals for livelihoods and economic recovery initiatives.
- Ensure compliance with established and agreed implementation methodologies and plans.
Implementation and monitoring support:
- Support the monitoring of the quality of project delivery within the framework of the overall programme strategy. Develop and use innovative approaches to monitor and evaluate performance, effectiveness/impacts of EDL interventions and document lessons learned.
- Support in developing TOR for livelihoods and economic recovery initiatives.
-- Undertake technical monitoring and evaluation of the initiatives.
- Update the progress against the goals and upload the progress into the information management system.
- Provision of technical support on capacity building initiatives in the implementation of the project
- Effective planning, implementation and monitoring of project performance, and the preparation of high quality, timely and results oriented progress reports.
- Develops partnerships with local partners to facilitate implementation in the target areas.
Reporting the progress and the achievements of EDL initiatives including the documentation of the challenges and obstacles, lesson learnt, best practices and success stories
Knowledge management and networking:
-   Establish working relationships with key stakeholders at the governorate and municipal levels with coordination of Area Manager.
-   Compile and document lessons learnt and best practices and promote innovation.
-   Support the Team Leader for Livelihoods and Economic Recovery in developing communication materials including human interest stories, audio-visual products, as well as key messages reflecting the implementation on the ground.

Recruitment Qualifications
Education:
Master’s Degree in economics, management, engineering or similar from an accredited  University is required with 3 years’ experience or Bachelors with 5 years’ experience
Experience
-Experience in the area of Local Economic Development /Livelihood development, labour market recovery and development including employment support (wages and self-employment) and income generation opportunities, SME recovery and development, and rural development. Prior experience with UNDP/UN system would be an advantage - minimum of three years of experience with a master’s degree, minimum of five years of experience with a bachelor’s degree.
-Working experience with Institutions involved in sustainable development/ community empowerment/ natural resource management.
-Experience in working with NGOs and civil society, and with participatory approaches.
-Experience in the usage of computers and office software package
Language Requirements:
Good English drafting skills
Arabic and English mandatory
