Responsibilities
Purpose of the Position:

The Logistics Coordinator will be a full-time employee of ZOA Syria. Under the direct supervision of the Manager of Operations, The Logistics Coordinator is responsible for planning, organizing, supervising the implementation, and reporting of all logistics activities for the Programme. The Logistics Coordinator will lead and ensure proper planning is conducted, proper coordination across field teams and with programs and compliance are met according to Donor/ZOA procedures for the Country Programme, in coordination with the MoO.

Main Activities:

• Implementation of policies and procedures as per ZOA Procurement Manual.
• Ensure prompt and complete record of all procurement activities, before submitting to the Manager of Operations.
• Preparation and assistance in drafting of tenders documents, contracts, framework agreements and the evaluation of offers.
• Supporting the analysis and evaluation of tenders, participation in tender committees.
• Ensure that ZOA’s database is kept for suppliers and prices for frequently procured goods and services.
• Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items.
• Ensure that requested goods and services are procured in a timely manner.
• Oversee rental (including liaison and negotiation with landlords) and general maintenance of ZOA facilities and ensure logistical requirements are met in an accurate, timely and cost-efficient manner.
• Ensure that fixed assets registers are updated and verified quarterly.
• Ensure that all procedures and documents pertaining to asset management Implementation of policies and procedures are fully compliant with organizational procedures.
• Ensure effective fleet management is in place in all locations, in accordance with ZOA procedures.
• Ensure monthly transport reports are submitted on fuel usage, mileage, repairs & maintenance for each vehicle to the Manager of Operations.
• Ensure that the health and the safety equipment is in working order (First Aid Kits, Fire Extinguisher, etc…) in each vehicle.
• In coordination with Programme Team, ensure all GIKs if any, are properly tracked and reported on—share with MoO and the PGM(s).
• Support in the preparation and the submission of timely, accurate and clear donor reports and other reporting requirements.
• Play an active role in preparing for internal and external audits; ensure recommendations related to logistics and supply chain operations are followed and take all necessary measures to address audit findings.
• Training and mentoring logistics team staff, contributing to wider team development.
• Highlighting potential issues in procurement or tendering to the MoO and identifying appropriate solutions.
• Maintain accurate filing systems, with documented and supported records of action for audit purposes, and submit weekly and monthly logistics reports to the Manager of Operations and the other SMT members if needed, pursuant with ZOA policies and procedures.
• Other duties as required in support of project deliverables.


Qualifications
Knowledge & Experience:

• Bachelor degree in Supply Chain Management or Logistics.
• Minimum working experience of 7 years in Logistics, or at least 4 years’ experience in a similar role.
• Extensive experience in humanitarian logistics management within the field of Supply Chain Management (procurement, tendering, contracting, clearance, transport, warehousing, etc.), fleet management and asset management, distribution support.
• Experience with donor specific procedures.
• Valid Driver license with a clean record.
• Excellent spoken and written command of English.
• Excellent spoken and written command of Arabic.
• Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
• Experience working with and capacity building local partners is a plus.

Duration of Position:12 Months with the possibility of extension subject to performance and funding.

Salary and conditions will be in accordance with ZOA Terms of Employment for National staff and relevant experience.
