Responsibilities
Purpose of the Position:

The Compliance Officer will be a full-time employee of ZOA Syria. Under the direct supervision of the Manager of Operations, The Compliance Officer will monitor the performance of all financial and operational functions within ZOA Syria. S/he will identify gaps in existing internal control systems, and provide recommendations to MoO and SMT.

Main Activities:

• Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls.
• Ensure that ZOA Programme financial and operational activities are in compliance with Syrian law (tax laws, social security), donor rules and regulations, and ZOA policies and standards.
• Assist in the financial review of purchase requests, purchase orders and payment requests to ensure compliance with ZOA policies and procedures and project budgets.
• Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and ZOA policies and procedures.
• Tests internal controls, targeting high risk areas, including workshops, vehicle usage, inventory control and cash advance management, payroll and Fleet Management.
• Provide advice and guidance on internal compliance and anti-corruption, ensure compliance with anti-corruption policy and ZOA procedures and guidelines.
• Documents internal control weaknesses and compliance deviations and their impact, and makes recommendations to address these weaknesses.
• In coordination with the MoO, assist in delivering training, capacity building and support to ZOA staff and/or partners to enhance their knowledge and understanding of ZOA and donor policies and procedures.
• Follows-up on recommendations from the internal and external auditors to ensure the recommendations have been implemented and adhered to.
• Conduct spot checks on Finance, HR & Logistics transactions and procedures, ensuring compliance and regularity.
• Conduct spot checks on ZOA partners’ financial and Logistics transactions and procedures.
• Provides risk assessment for financial and operational landscape. Identify high risk, high probability events, and provide recommended mitigation plan. Provide ad hoc risk assessments for specific scenarios by request.
• Prepares quarterly audit, investigations, and status of audit recommendations reports for submission to MoO.
• Maintain proper filing system, both hard-copy and electronic, providing evidence and solid supporting documentation for all the reviews performed by the department.
• Ensure high level of confidentiality and security of entrusted data is maintained at all times.
• Other duties as required in support of project deliverables.

Qualifications
Knowledge & Experience:

• Bachelor degree in Business Administration, Financial Management or Accounting.
• Professional certification in Accounting, Internal Audit, and Risk Management.
• Minimum working experience of 4-5 years in compliance, risk management or audit required.
• At least 1-year experience in an INGO preferably in an emergency or post-conflict setting.
• Excellent spoken and written command of English.
• Excellent spoken and written command of Arabic.
• Excellent reporting skills.
• Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
• Experience working with and capacity building local partners is a plus.

Duration of Position:5 Months with the possibility of extension for 12 months subject to performance and funding.

Salary and Benefits
Salary and conditions will be in accordance with ZOA Terms of Employment for National staff and relevant experience.
