Responsibilities
Purpose of the Position:

The Area Manager will be a full-time employee of ZOA Syria. Under the direct supervision of the Programme Manager, The Area Manager's is responsible for the coordination, management, development and representation of ZOA programming in Southern Region (Rural Damascus, Qunaitera, Dara). The Area Manager also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and security.

Main Activities:

- Act as the primary ZOA Representative in the Southern Region Governorates and attend all relevant meetings, to facilitate and ensure cooperation and partnerships in the covered governorates.
- Maintain relationships with government authorities and other relevant stakeholders in the area of operations.
- Identify opportunities for new projects together with the Programme Manager, and assist the Programme Manager in developing concept notes, budgets and project proposals.
- Work with the Programme Manager & Manager of Operations to contribute to new program development, including both narratives and budgets, by coordinating and compiling inputs from other technical and support staff in the Country Office.
- Ensure the timely delivery of high quality program and project reports to donors and relevant stakeholders.
- Ensure staff evaluations are conducted on a regular basis and are sent to HR department at Country Office.
- Collaborate with the Country Office logistics and procurement team to develop and maintain procurement plans, tenders documents and suppliers contracts
- Monitor budget lines to ensure spending is in line with project timelines and implementation schedules.
- Provide the cash needs forecast to Country Office Finance on weekly/monthly basis as required.
- Ensure a safe and secure environment for ZOA staff, beneficiaries and assets by ensuring local security procedures are up to date and SOPs are being followed in line with the Local Security Plan and ZOA policy, promoting regular staff training, providing safety and security analysis, recommendations and follows-ups.
- Ensure all staff members working for the designated projects and all visitors receive appropriate security briefings.
- Ensure complete and timely reporting internally and to any other relevant bodies, with the approval of the Programme Manager.
- Lead area program/projects staff.
- Other duties as required in support of project deliverables

Qualifications
Knowledge & Experience:

- Bachelor degree in Business Administration, Development Studies, Social Sciences, or other relevant field.
- Minimum of 5 years of experience in a senior project management position.
- Excellent spoken and written command of English.
- Excellent spoken and written command of Arabic.
- Excellent analytical and writing skills.
- Excellent reporting skills.
- Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
- Experience working with and capacity building local partners is a plus.

Duration of Position: 1 year renewable subject to performance and funding, (first three months are probation period).

Salary and Benefits
Salary and conditions will be in accordance with ZOA Terms of Employment for National staff and relevant experience.
