Responsibilities
1. Project Set-Up and Implementation
i. Support partner(s) in the set-up and the development of new projects.
ii. Ensure timely and accurate implementation of project activities, ensuring outcomes and outputs are reached as defined by logframes.
iii. Provide problem-solving solutions and actions in collaboration with implementing partner(s) and in coordination with the responsible supervisor where needed.
iv. Support in the development of new project proposals, including independent drafting of high-quality concept notes or chapters of project proposals
v. Assist partner(s) in preparing regular activity-based work plans.
vi. Ensure the quality of implemented activities and the adherence to Education in Emergency (EiE) standards
vii. Support implementing partner(s) in the set-up of functioning and high-quality referral systems (to schools/NGOs and other service provider).
viii. Carry out other tasks assigned by the supervisor.

2. Monitoring, Evaluation, Accountability and Learning (MEAL)
i. Conduct regular project visits within Syria to monitor project activities, and progress towards achieving project outcomes and outputs, and provide structured feedback for internal and external stakeholders.
ii. Support partner(s) in the collection, compilation and analysis of relevant high-quality data.
iii. Support partner(s) to compile timely and high quality internal reports for assigned projects in line with donor requirements and internal CACH regulations and in accordance with set reporting schedules; assure the submission of the reports specified in the reporting schedule.
iv. Write timely and high quality donor reports, with minimum supervision and guidance from line manager
v. Assist in the organization of necessary training to local staff and implementing partners on M&E and related tools and templates.
vi. Assist in preparing M&E plans and assist local implementing partners in setting up M&E structures.
vii. Facilitate and coordinate programme evaluation(s).
viii. Carry out other tasks assigned by the supervisor.



3. Coordination and Partnership Management
i. Represent CACH vis-a-vis donors, the Caritas Network, partners, , and other relevant authorities and institutions and coordination platforms according to the REPM instructions.
ii. Maintain a strong working relationship with partners and keep the REPM informed of all partnership developments.
iii. Ensuring that all planned activities are coordinated within national and international/UN coordination bodies.
iv. Attend coordination meetings in Syria as required and provide updates on CACH projects to the various working groups.


4. Administrative Support
i. Carry out all the logistical and administrative tasks required for the CACH sub-office in the country including logistics and preparations for visitors, and other related tasks as requested by the supervisor.



Qualifications
1. Education
i. University degree in Humanitarian or Development Studies, International Relations, Business Administration, Social Work, Education or a related field.

2. Professional Experience
i. Minimum of 5 years of experience in a similar position preferably in Lebanon, Jordan or Syria.
ii. Prior experience in Education/Education in Emergencies
iii. Strong Project Cycle Management skills
iv. Experience in designing tools and strategies for data collection, analysis and production of reports.
v. Experience in data collection and analysis as well as M&E assessment tools are required.
vi. Proven work experience in a post-conflict setting
vii. Sound understanding of the Syrian context.

v. Solid communication and presentation skills, especially in writing.
vi. Ability to work independently, with minimal supervision and to cope with time pressure
vii. Sound experience with modern technology, modern management tools

2. Language and Other Requirements
i. Excellent written and spoken English and Arabic are required.
ii. Ability to work in Syria and Lebanon
iii. Willingness to frequently travel to the field
