General objective
Under the supervision of the Grants & MEAL Manager, the MEAL Officer shall contribute to the quality improvement of TGH field monitoring, data collection and analysis as well as complaints collection, registration systems and dissemination of information on TGH complaints and feedback mechanism among beneficiaries. The MEAL Officer will also participate to the improvement of data quality, development of high quality monitoring reports and will be actively involved in the deployment of an online monitoring database at Syria Mission’s level.
Responsibilities and tasks
Responsibility 1: Monitoring and Evaluation
Task 1 – Assist in designing M&E plans and activities
Task 2 – Carry out M&E activities such as household interviews, focus group discussions (FGDs), key informant interviews (KII), direct observation as well as other baseline and end line studies, post-distribution monitoring (PDM), impact and satisfaction surveys as agreed with Grants & MEAL Manager and in coordination with SARC.
Task 3 – Ensure reliability of collected data through spot check
Task 4 – Assist in data analysis and writing assessment, monitoring and evaluation reports
Task 5 – Assist in designing assessment and evaluation plans and tools in collaboration with Programs department, including the design of data collection forms in Kobo Toolbox and analysis
Responsibility 2: Accountability
Task 1 – Support in the design and deployment of an upgraded complaints and feedback mechanism at mission’s level
Task 2 – Collect and register complaints and feedback from beneficiaries as specified in the complaints procedure
Task 3 – Address or refer complaints with assistance from the relevant staff members
Task 4 – Assist in training staff members to TGH complaints and feedback mechanism as well as PSEA
Responsibility 3: Information Management
Task 1 – Assist in the development and operationalization of an online monitoring database of TGH’s activities in Syria
Task 2 – Ensure proper storage of collected data through coordination with Programs department
Task 3 – Assist in producing quality visuals using required software (i.e. Excel, Google Data Studio, QGis, Power Bi)
Responsibility 4: Ensure translation into English/Arabic as soon as necessary for working documents
Task 1 - Translate in case of misunderstanding for staffs
Task 2 - Translating memos or other documents as necessary

Education: Master or Bachelor degree
Experience:
- At least 2 years’ experience, preferably in an international NGO, in similar role/with similar responsibilities
Language: Excellent level in English and Arabic (oral and written)

- Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context
- Demonstrated experience developing tools and systems for, and building capacity of others in skills related to, program tracking and documentation
- Familiarity with information management systems and analysis software will be an asset
- Knowledge of mobile data collection tool such as Kobo Collect will be an asset
- Effective, high-quality communication, writing, and interpersonal skills are essential
Computer skills: Proficient user of MS Office (including Word, Excel, Outlook and PowerPoint) and engineering software; knowledge on Power Bi and QGIS software is an asset
General skills:
• Ability to work under heavy workload
• Autonomy and rigor
• Good analytical skills
• Management of priorities

Established in 1994 TGH is an International Non-Governmental Organization (INGO) designing and implementing emergency, rehabilitation and development programs. Its action includes several areas of expertise within a comprehensive approach: the programs fall within the fields of Education; Water Hygiene; Sanitation; Food Security, Livelihood; Rural Development. In 2018, TGH operates in 10 countries and manages 70 programs.
TGH has been registered in Syria in May 2017 and works under the coordination of the Syrian Arab Red Crescent (SARC). Both Organizations have agreed to cooperate in order to enhance their common objective of offering humanitarian aid to the Syrian affected people that need help wherever it is possible in the country. The main TGH sectors of activities in Syria are WASH and Education/Protection
