Responsibilities
Under the general supervision of the WASH Officer (Restoration of basic services focal point), the Facilitator/s will be tasked with and contributing to the following:

3.1. Need/Damage assessment of WASH infrastructure and services including assessment report with all relevant technical, social and geographical aspects; elaboration and design of preliminary activities, actions and scope of works, cost estimations, technical specifications and concept and detailed technical design and mapping;
• First information gathering on operational status, physical state, location (GPS and access conditions) of WASH infrastructure and equipment and preparation for field assessments (alone or/and with ORGANIZATION WASH staff or/and other entities/actors)
• Prepare assessment documents, methods, contacts, meetings and organizing of field assessments as per the direction of ORGANIZATION WASH staff (sometimes individually, sometimes supporting ORGANIZATION WASH staff or/and other actors/personnel in that)
• Elaborate the assessment report including all technical, social and geographical aspects (sometimes individually, sometimes supporting ORGANIZATION WASH staff or/and other actors/personnel in that), including maps (using Google Earth or/and other GIS systems)
• Prepare, design and elaborate of activities, actions and scope of works for WASH projects based on assessments including preliminary concept and detailed project design, detailed BoQs, technical specifications, cost-estimations,
• Carry-out or/and contribute to scenario development, alternative solutions identification and comparative cost analysis; such as rehabilitation/repair versus new construction, alternative technical systems, alternative geographical layouts/concepts, alternative project modalities and concepts, etc. for entire projects or/and specific components of WASH projects.
• Supporting and contributing to the coordination with relevant authorities and actors regarding preparation of implementation/restoration strategies, concepts, processes and systematic water supply and wastewater planning and for project approvals from relevant authorities;
3.2. Preparation of Scope of Works, Designs (conceptual and technical) and Tender Documents;
The detailed scope of works, conceptual and technical design and the tender documents are to be prepared in English and Arabic in such a detail that there will be no additional detailed engineering necessary on the part of the respective suppliers and contractors unless otherwise chosen in the project modality and ways of project implementation by ORGANIZATION WASH (integrated as contractual work in the tender or carried out by other actors/personnel). ORGANIZATION should be able to use prepared documents for tender process and suppliers and contractors should be in the position to offer and supply the required goods, construction or any other required services based on the documents prepared by the Facilitator. The individual tasks that the Facilitator shall carry out are (but not limited to):

• Conceptual and Technical Design for rehabilitation or/and replacement of damaged, old or incomplete water infrastructure and equipment (pumping stations, water reservoirs, pipelines, secondary and tertiary distribution networks, house connections and all other associated structures and equipment);
• Design of typical house connections, valve chambers, chambers for air release valves, chambers for quantity devices and water meters in coordination with local institutions, etc. based on standard/type plans as well as situation/context specific required adaptations/custom made solutions where and as needed
• Conceptual and Technical Design for rehabilitation or/and replacement of damaged, old or incomplete wastewater infrastructure and equipment (wastewater collection/treatment tanks, wastewater treatment plants, wastewater ponds, reed-beds, sludge treatment beds, wastewater pumping stations, wastewater networks, house connections and all other associated structures and equipment);
• Design of typical house connections, manholes, septic tanks for households and wastewater collection and treatment tanks in coordination with local institutions, etc. based on standard/type plans as well as situation/context specific required adaptations/custom made solutions where and as needed
• Suggest for and support ORGANIZATION WASH staff in the elaboration and definition of appropriate lots and modalities for supplies and construction works (contract packaging)
• Preparation of all documents necessary to enable tendering of supplies and construction services in accordance with ORGANIZATION procurement guidelines and as per ORGANIZATION WASH direction Engineering works and design shall include but not limited to:
• Project maps, overview plans, schematic system plans and detailed network plans for water supply and wastewater networks at different scales; GIS-based.
• Detailed drawings of civil works for water supply projects (boreholes, spring protections, surface water pumping stations, water treatment facilities, , pumping stations, reservoirs, water supply line rehabilitation or construction plan, valve chambers, etc.) in different sections and scales as per the ORGANIZATION standard requirements for water supply project plans; (situation plan, construction plans (1:50 and/or 1:25), facility plans for water lines, equipment, power lines, flow diagrams, construction section drawings, shuttering and steel reinforcement plans, etc.).
• Detailed drawings of civil works for wastewater projects (wastewater treatment facilities, collection and treatment tanks, aeration ponds, reed-beds, wastewater pumping stations, manholes, wastewater line rehabilitation or construction plans, etc.) in different sections and scales as per the ORGANIZATION standard requirements for water supply project plans; (situation plan, construction plans (1:50 and/or 1:25), facility plans for water lines, equipment, power lines, flow diagrams, construction section drawings, shuttering and steel reinforcement plans, etc.).
• Technical calculations for water and wastewater– such as hydraulic water line, tanks and network calculations (EPANET or/and WaterCad), hydraulic calculations for sewer networks (SWMM, MikeUrban)
• Establish project time plans (including for construction phase) including project phases, interdependencies with other projects and actors, disruption of services and access, etc.
• Detailed technical specifications and bills of quantities (BoQs) Support with the elaboration of standardized technical material specification and catalogues, as well as standardized BoQ positions - to be used in all projects as much as possible.
• Detailed confidential cost estimation of supplies and construction works; this activity needs to be carried out with special care to avoid financial difficulties during the tendering process and project implementation;
• Detail Quality assurance and Health & Safety programme: including measures to be taken to control quality during implementation stage, Health & Safety mechanism in place to ensure the safety of the general public, project staff and staff of the contractors. The Facilitator is also expected to work out detail plan to minimize the disturbance and pollution during the implementation stage of project.

3.3. Assistance to ORGANIZATION in the Tender process and advice in contracting
With regarding to Tendering and advice in Contracting, the facilitator shall assist ORGANIZATION in organizing the tendering process for supply and construction services (mechanical / electrical equipment, pipes and other supplies, installation, pipe laying and other construction or/and planning/technical services). Works and Supplies will be tendered as per ORGANIZATION procurement guidelines. The individual tasks in this section shall include (but not be limited to) the following:

• Preparation of all documents: BOQs, Specifications, Drawings, confidential cost estimate, TORs etc., needed for pre-qualification and tendering procedure with regard to supply of goods and construction services (as per the direction and then approval by ORGANIZATION);
• Assistance in pre-qualification procedures, technical evaluation of pre-qualification documents and recommendations for the short-listing of bidders;
• Assistance in tendering procedures and tender evaluation;
• Assistance in contract negotiations and preparation of contractual documents.

3.4. Programme Management and Supervision of Construction
The Facilitator will be responsible for site supervision duty. He/she shall act as the representative of ORGANIZATION on all the construction activities for WASH projects. He/she should ensure that the construction is carried out to the quality, quantity, cost and project agreed budget in the contract with the successful bidder(s).
The project supervision includes general and site supervision for works on a continuous basis, including the preparation of initial operation activities, continuous project management and monitoring, periodic reporting and documentation (including GPS coordinates, photos, as-built plans), construction meetings (progress and coordination), participation in the preliminary acceptance and compilation of the Project Final Report. The supervision activities shall include (but are not limited to):

(1) Coordination and liaison with ORGANIZATION, local authorities, contractors, NGOs, and other relevant institutions and actors to work out detail execution plan including:
• Sequencing of project execution in a manner to cause minimum disruption of services (water, wastewater system disruption etc.) to the residents.
• Detail plan for stage wise cordoning off project activities areas to minimize the risk and disturbance to generals’ public.
• Noise and air pollution control strategy during implementation stage.
• Proposal for best time to implement specific project activities to ensure the health and safety of generals’ public, project staff and staff of the contractors.
• Additional suitable measures to be put in place to minimize the risk to generals’ public safety and negative impact on surrounding environment.
(2) Setting up and run regular construction project meetings with the contractor (and other relevant actors), including invitations, coordination, meeting minutes and action points list and follow-up;
(3) Carrying out any necessary factory inspection of plant and equipment (if and as required)
(4) Technical site supervision including day-to-day inspection of the contractor’s work including checking that the construction is carried out in a safe manner and the agreed and required material quality checks and verifications;
(5) Support ORGANIZATION in financial supervision including continuous control of costs as per the BoQs of the winning big, required additional works if and when identified, authorised and agreed, payment as per effective works executed and real advance on the ground, etc.;
(6) Cost management with comparison of contract price and realised costs, if necessary, propose actions to overcome the difficulties identified;
(7) Support ORGANIZATION in the administration of contract including continuous control of time schedules and keeping up-to-date project records including technical and financial information;
(8) Measurement of the executed works done;
(9) Certification of the application for payments from the contractors/suppliers;
(10) Reviewing of contractor's shop drawings, equipment, materials (supplies) and systems to be incor¬porated into the works for conformity with design requirements and amendment of any specific design details, if so required;
(11) Preparation of any additional designs, plans and drawings necessary for the execution of the works/project;
(12) Assistance to ORGANIZATION in dealing with any variation orders and/or claims for additional cost or extensions of time;
(13) Supervision of the preparation of as-built drawings by the Contractor (and where and as needed inclusion of this in GIS systems and forward to relevant authorities as required);
(14) If applicable: To ensure the highest possible quality of construction works, digital photographs of the individual activities and measures during the construction phase (such as house connections, transmission and distribution pipes, pipelines before backfill, etc.) shall be taken during construction and handed over to ORGANIZATION for installation into the Geographic Information system (GIS) of ORGANIZATION, project documentation, internal reports, donor reports;
(15) Assistance to ORGANIZATION for the preparation and implementation of provisional acceptance and hand over of the completed works;
(16) Preparation of periodic reports and final project reports and assistance to ORGANIZATION in compiling required reporting to KfW (if applicable);
(17) Guide and support contractor to prepare as built drawings (and integrate into GIS system and hydraulic calculation models) and submit to ORGANIZATION.
3.5. Assistance to ORGANIZATION during the Liability Period
The supervision of the defect’s liability period will comprise all post-construction activities until the final acceptance of construction works and the compilation of one additional Final Project Report and Documentation (Photos, Plans, Databases, etc.). The services to be performed during the liability period shall comprise, but not necessarily be limited to, the following:
• Supervision of project, final completion and corrective measures, final inspection of works and assistance in the final acceptance and taking over of works
• Verification of project results, recommendations on future operation management and final reporting on the Programme activities.
The responsible local institutions will operate the Programme facilities during the contractual liability period (12 months). During this period the Facilitator should arrange for at least two mission to the sites (2 weeks, 6 months after substantial completion) to identify deficiencies/defects and to allow for the timely initiation of corrective measures. A final mission to the field should be scheduled for the verification of Project completion, final acceptance and issuance of the final taking over certificate, which must be signed by the Contractor, the Facilitator and representatives of ORGANIZATION.
3.6. Assistance to ORGANIZATION Education, Health and Nutrition, and other programmes
All outlined above tasks are applied to other programmes when requested.


Qualifications
EDUCATION

•nAt least a B.Sc. in civil or environmental engineering, environmental science, mechanical engineering or related fields.
•nA M.Sc. or higher degree in any related fields is a plus.

WORK EXPERIENCE

• At least five to ten years of progressively responsible relevant work experience in technical area for planning, rehabilitation and construction of water and sanitation networks, infrastructure, equipment and services.
• At least basic working knowledge in use and working with GIS and CAD
• Significant experience in Syrian Arab Republic (and equivalent) design’s norms and implementation of water and sanitation projects or integrated water resources management projects.
• Fluency in English and Arabic and excellent analytical and writing skills;
• Preferably knowledgeable of GoS processes, MoWR and Water Authorities.
• Experience in having worked with UN, EU, KfW, GIZ programmes/projects is an asset.
• Working knowledge for use of hydraulic modelling for water and wastewater is an asset.
• Working experience and in-depth specific knowledge in the field of water supply equipment and materials (pumps, control systems and commands, motors, etc.) is an asset.

• Resident, formerly and currently, of the eastern bank of Euphrates river in Deir Ez-Zor Governorate, with an in-deep knowledge and access of the area and stakeholders. (mandatory)
• Excellent analytical skills, including the ability to analyze diverse and complex information from a wide range of sources to make analytical statements to inform decision-making.
• Very good report writing skills in English and Arabic.
• Capacity to work in urban context under stressful conditions and strict deadlines as well as in remote, rural and hard to reach areas.
• Strong communication and networking skills, including the ability to work in multi-disciplinary teams as well as establishing and maintaining close working relationships with a variety of stakeholders and counterparts at different levels.
• Good computer skills, including experience with various software applications (GIS, CAD and water and wastewater network modelling/calculations).
