Background

The crisis in Syria has entered its eighth year with little prospects for imminent end to violence that is faced on daily basis and impact the lives and exacerbate the vulnerability of children, women, the elderly, and the disabled.

In addition, the widespread displacement and deterioration of life conditions have negatively influenced the social and economic fabric of Syria.

As a response to the emerging needs of the Syrian population, and in line with the overall framework of the Syria Humanitarian Response Plan (HRP 2018), Strategic Framework for Syria (2016-2018) and UNDP Country Programme Document, UNDP Syria is working under three main portfolios: Infrastructure and Basic Service Rehabilitation, Socio-economic Recovery

and Social Cohesion.

The Technical Officer will be recruited, through a third-party contract, to support the implementation of UNDP activities on Social Cohesion and Local Development in the field. The Technical Officer be directly involved in the initiation, management and evaluation of different field activities.

This project aims to promote social justice that contributes to the stability of society, and to support the concepts of social cohesion, community coexistence and community safety, Through awareness-raising sessions and training of specialized persons on basic skills to provide legal services and advocate for legal issues, in addition to supporting youth initiatives to provide solutions towards social justice.



Scope of Work

The Technical Officer will be supervised by the social cohesion field officer and will receive regular guidance from the Social Cohesion Team Leader to fulfil the following tasks:

- Preparation of documentation and processing all local canvass;

- Prepare all documentation and vouchers related to the workers and personnel within the project;

- Updating of payment program under Project Supervisor guidance;

- Assist Project Supervisor in preparation of invoices and associated documentation for payments;

- Preparation of regular financial reports for the project including interim and final financial reports; and analyses on spending against project budget;

- Assist Project Supervisor in Administrative and technical supervision follow up and implementation of project's activities.

- Assist Project Supervisor in supervision of technical and field staff involved in the project

- Close follow up on the implementation of the different components of the project

- Develop the necessary administrative procedures to effectively achieve project deliverables and outcomes.

- Ensure all project activities are implemented in a timely manner and according to UNDP rules and regulations.

- Support the preparation of payments, collecting necessary supporting documents, and ensure UNDP rules and regulation for financial management are adequately followed

- Maintain regular contact with all project stakeholders and support coordination efforts with other partner agencies in the field


Qualifications
Qualifications

- Relevant Bachelor’s degree from recognized university in Business Administration, Public Administration, Legal Affairs, Political Science, Social Sciences or related field, with not less than 3 years of professional experience in project management, preferably with experience in working with NGOs.

- Good experience in managing and mobilizing volunteer concept.

- Excellent networking and coordination skills.

- Professional level in both Arabic & English language skills.

- Excellent reporting and formal writing skills in both English & Arabic.

- Ability to handle multiple assignments and meet deadlines.

- Ability to work under pressure and within a team.

- Ability to start working immediately.
