Purpose of the Position:

The Project Manager will be a full-time employee of ZOA Syria. Under the direct supervision of the Programme Manager. The Project Manager is responsible for the coordination, management, development and representation of ZOA programming. The Project Manager also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and security.

Main Activities:

- Act as the primary ZOA Representative for the project and attend all relevant meetings, to facilitate and ensure cooperation and partnerships in the covered governorates.
- Act as a leader and mentor to the team members of the project.
- Act in charge of checking the development of the project by checking reports, proposals, presentations and documentations.
- Protect and maintain ZOA’s status.
- Ensure balancing and accounting budget for the project.
- Oversee all project activities and be the main contact person for the field staff and ZOA’s management.
- Ensure project activities compliance with the policies and regulations of the donor organization.
- Responsible for overseeing the development and execution of project deliverables, lead project planning, budgeting, action plans and monitoring processes.
- Responsible for submitting activity/ project reports, and meeting minutes and on regular basis to the donor.
- Oversee the preparation and submission of annual activity-based project budgets as well as monthly and quarterly financial reports and sending of new funding requests.
- Lead and motivate the project team and monitor project activities and project expenditure and coordinate work with consultants and volunteers in the project.
- Ensure close collaboration and coordination with cooperating local partners to guarantee smooth implementation of activities and achievement of results as specified in grant agreements.
- Employs resourcefulness in project design, implementation and monitoring. Trouble shoots project problems. Identifies and implements creative solutions.
- Maintain relationships with government authorities and other relevant stakeholders in the area of operations.
- Identify opportunities for new projects/ activities together with the Programme Manager, and assist the Programme Manager in developing concept notes, budgets and project proposals.
- Work with the Programme Manager & Manager of Operations to contribute to new projects development, including both narratives and budgets, by coordinating and compiling inputs from other technical and support staff in the Country Office.
- Ensure the timely delivery of high quality program and project reports to donors and relevant stakeholders.
- Ensure staff evaluations are conducted on a regular basis and are sent to HR department at Country Office.
- Collaborate with the Country Office logistics and procurement team to develop and maintain procurement plans, tenders documents and suppliers contracts
- Monitor budget lines to ensure spending is in line with project timelines and implementation schedules.
- Provide the cash needs forecast to Country Office Finance on weekly/monthly basis as required.
- Ensure a safe and secure environment for ZOA staff, beneficiaries and assets by ensuring local security procedures are up to date and SOPs are being followed in line with the Local Security Plan and ZOA policy, promoting regular staff training, providing safety and security analysis, recommendations and follows-ups.
- Ensure all staff members working for the designated project and all visitors receive appropriate security briefings.
- Ensure complete and timely reporting, internally and to any other relevant bodies, with the approval of the Programme Manager.
- Experience in any field related to Cash, Livelihoods, Education and WASH projects is preferable.
- Other duties as required in support of project deliverables.

Knowledge & Experience:

- Bachelor degree in Business Administration, Development Studies, Social Sciences, or other relevant field.
- Minimum of 4 years of experience in a senior project management position.
- Excellent spoken and written command of English.
- Excellent spoken and written command of Arabic.
- Excellent analytical and writing skills.
- Excellent reporting skills.
- Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
- Experience working with and capacity building local partners is a plus.

Duration of Position: 1 year renewable subject to performance and funding, (first three months are probation period).

Salary and Benefits
Salary and conditions will be in accordance with ZOA Terms of Employment for National staff and relevant experience.
