Responsibilities
1.Procurement Planning and Supply chain
1.1.Receiving and supporting with orders from the various departments
1.2.Determining the right procurement procedure according to COOPI and donor rules
1.3.Send the requests for quotations to suppliers
1.4.Collect the quotations with all necessary supporting documentation
1.5.Organize the offers opening when applicable
1.6.Write the comparative bids analysis, the minutes of evaluation, the notes to file
1.7.Prepare the goods and services contracts
1.8.Prepare the Purchase orders
1.9.Ensure the delivery of the procured items to the COOPI offices
1.10.Reinforce current procedures and the quality of COOPI internal control, based on international best practices, donor requirements and results of internal and external audits;
1.11.Ensure information flow with other departments for effective service delivery thus securing the successful conclusion of the programmes;
1.12.Accountable for overall compliance with the procurement procedures.

2.Stock Management
2.1.Responsible for overall compliance with the stock management procedures.

3.Delivery (Transport) Management
3.1.Accountable for the overall compliance with delivery management procedures.
4.Assets and Property Management (including premises)
4.1.Accountable for the overall compliance with assets, property and premises management procedures.

5.Fleet and Fuel Management
5.1.To monitor the log book and movement of the Damascus drivers
5.2.To ensure proper utilization, maintenance and follow up of the COOPI cars;
5.3.To control and manage the cost of the cars (fuel, maintenance and repairs);
5.4.Accountable for the overall compliance with the fleet management procedures.

6.Telecommunication and Information Technology Management
6.1.Manage the mission telecommunication costs;
6.2.Accountable for the overall compliance with the Communication and IT procedures.
7.Security and Safety Management
7.1.Ensure high-level security of all COOPI assets, property
7.2.Accountable for the overall compliance of COOPI security and safety guidelines.
8.Reporting
8.1.Responsible for complying with all the reporting requirements within the various sub departments to the country management team, HQ as well as donor requirements
9.Ensure that all internal process, regulation, are available for all staff and ensure a proper access to this information with if possible proper translation in country language.
Performs other duties as requested.

Qualifications
Education: Bachelor university degree in a relevant field or equivalent professional experience.
•Knowledge and Experience: Minimum 3 years of relevant work experience at national or international level in the area of administration, procurement or logistics;
•Knowledge of working processes (purchase orders, preparation of contracts for services and goods, tendering, protocol etc);
•Previous experience in other International Non-Governmental Organizations is an advantage;
•Good knowledge of the country/region;
•Good communication skills;
•Capable of working under pressure in a multitasking position.
•Ability to work in a multicultural environment.
•Good experience in the usage of computers and office software packages (MS Word, Excel, etc);
•Fluency in English (verbal & writing).
