Responsibilities
Analysis and Reporting
• Support the development (or enhancement) of a project implementation plan (PIP) for each project, and contribute to reporting against MERL deliverables as per the PIP.
• Participate in the development of MERL components of annual work plans for AGENCI, including preparing and revising targets and expected reach.
• Regularly update the project’s Performance Measurement Framework (PMF) as per the project’s reporting schedule in collaboration with project staff.
• Report each month on the 4Ws (Who does What, Where and When) to the relevant UN Agencies. In addition, participate in the UN Cluster meetings as required and requested by the MERL Coordinator.
• Align project indicators with AKF’s Global Indicators and report progress on indicators every quarter.
• Analyze project progress and implementation gaps in the mid-year and annual project review sessions.

Tools and Information Management
• Design project data collection tools (paper and mobile) as per the PMF requirements and train program staff and/or external data collectors on how to collect and update the tools.
• Provide oversight and quality assurance for program staff and/or external data collectors collecting project data.
• Design and manage project beneficiary databases in line with AKF’s data protection protocols.

Monitoring & Evaluation
• Design and implement gender-sensitive and responsive baseline and end-line assessments.
• Lead the design and execution of annual outcome monitoring data collection exercises under the AGENCI project, ensuring relevant outcome-level data is collected, analyzed, and reported on annually.
• Undertake regular monitoring field visits to ensure that project activities are on track as per the PIP, and suggest improvements as required. In addition, circulate the field visit report among MERL team and project staff.
• Coordinate external evaluation processes, including drafting evaluation ToR and selection of firm, in collaboration with project staff.
• Design gender- and protection-sensitive beneficiary feedback loops in collaboration with project teams.

Research & Learning
• Design and implement learning frameworks for each project in collaboration with project teams.
• Facilitate data interpretation and reflection sessions as part of project annual work planning workshops.
• Represent AKF Syria in the global MERL Working Group for the AGENCI project.
• Develop evaluation and research reports and present to project staff and other stakeholders as requested.
• Contribute to the capacity building of partners and staff in MERL.

Proposal Development
• Support the development of new project proposals by contributing data for the context/needs analysis, designing the PMF in line with donor requirements and AKF’s country and global indicators, drafting any required MERL narrative, and contributing to evaluation and research outcomes.
• In collaboration with the Gender Officer, ensure that all MERL-related sections are gender-responsive.


Qualifications
• The applicant must have a university degree in a related field.
• At least three (3) years of related experience in monitoring, evaluation, research, learning and statistics.
• Working and thinking in systems
• Results-based management, Database management and design.
• Designing and implementing monitoring and evaluation systems
• Quantitative and qualitative data analysis
• Data collection tool management and design, including mobile data collection software, such as Kobo Toolbox or ODK
• Facilitation of reflection and learning workshops or processes with teams
• Good sense of personal initiative, problem solving, creativity and innovation skills.
• Demonstrated ability to work under pressure and meet tight deadlines
• Good analytical, communications, facilitation and presentation skills
• Good team work skills and ability to build and maintain collaborative relationships with colleagues
• Sensitive to religious, cultural and gender issues in the Syrian context
• Advanced English reading, writing and speaking.
• Ability and willingness to travel in country to the project sites frequently and as needed.
• Male applicant should have finished their military service, exempted or postponed for one year at least.
