II. Context
Nine years into the crisis, the scale, severity, and complexity of needs across Syria remain deep and far-reaching. The priorities of UNDP Syria are, as stipulated in the Country Programme Document 2016-2019, which is extended till end/2020, to enhance the resilience and socio-economic stabilization of individuals and communities through restoring the disrupted livelihoods of the affected communities; and restoring, rehabilitating and maintaining sustainable basic services and infrastructure in damaged areas and host communities. Embedded in each priority is an institutional crisis response capacity development component for key national and local partners. Within this framework UNDP Syria seeks to recruit a Project Technician responsible to support the implementation of project “Strengthening Local Governance Mechanisms for equitable services delivery “ activities in Hama from substantive, administrative and financial points of view.
III. Objectives of the Assignment
IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
The Area manager will supervise the work of this official, to carry out the following tasks:
-Attending the project activities that will take place in the target areas - based on the approved action plan - and undertaking the documentation process (based on an approved model), taking advantage of the support provided by the local coordinator in reviewing and approving activity reports before submitting them to the area manager.
-Managing the process of archiving all relevant reports and files, activity outputs, data collection process and sectoral dialogue sessions, by designing a data bank in coordination with all departments, in addition to the support provided by the national office of UNDP in this context.
-Cooperating with the project team in designing and implementing sectorial dialogue sessions (Round Table), participating in facilitating and managing dialogue tables and ancillary activities, and providing all necessary support.
-Coordinating with the facilitators of the sectoral dialogue sessions (from the rest of the organizations) and providing support in the process of drafting the reports of these sessions, based on the process of documenting data, discussions and outcomes of the dialogue.
-Preparing a draft of the final report - based on the workshop reviewing the dialogue sessions - which includes compiling and drafting all sectorial dialogue sessions in one report, using the support provided by the local coordinator in reviewing and developing the draft and then submitting it to the Area Manager for approval through a joint discussion with each Departments and party’s stakeholders, so that this report will be relied upon in the formulation of the early recovery plan.
-Participating in the sessions of the "plan drafting committee", documenting the minutes of the committee's meetings, and assisting in the process of final drafting the plan.
-Participating with the rest of the project team in the evaluation process and extracting lessons learned based on the analysis of various data and inputs during the course of the project.
-Work to ensure complimentary with other UNDP activities in the field
-Draft proposals for new projects ideas based on a consultative process with community members
-Draft and submit regular quality progress reports, success stories, briefs and updates of the field achievements
-Support the Monitoring & Evaluation exercises
-Perform other duties as requested

Education:
University degree in social sciences, economics, law, public administration, urban planning, engineering or management international relations or a related field;
Experience:
At least 2 years of relevant experience in in a strategic combination of the following: local governance, planning and delivery of services, local institutional reform, capacity development for local actors, community engagement in local governance.
-Experience in government administrations at the local level, local governance legal framework, regulation, municipal services and the type of tasks that the municipalities are usually assigned to.
-Proven experience in conducting needs assessment through consulting different segments of various stakeholders.
-Existence of own network of contacts which the consultant can bring to the assignment;
-Solid understanding of Syrian context and Knowledge of governance issues in post-conflict and transitional settings;
-Very good skills in drafting analytical reports/publications, or guidelines on Local Governance
Language Requirements:
Fluency in English and Arabic (spoken and written) is required.
