Responsibilities
II. Context

UNDP Syria is implementing Youth Empowerment Project "YEP", The overall objective of this project is to boost the employability of youth and improving their access to opportunities through the establishment of employment services centers to facilitate youth connection with different kind of employment services including but not limited to; career counseling, job research assistance, employability skills, life skills, vocational and skills training, continuous education services, Entrepreneurship support, and networking with private sector employers.
UNDP Syria Country Office is located in Damascus. UNDP has area offices in Aleppo, Homs, Al-Hassakeh, Deir Ez-Zor, Hama, Ar-Raqqa, Damascus (covering the southern area: Damascus, Rural Damascus, Daraa, As-Sweida, Quneitra) and Latakia (covering the coastal area: Latakia and Tartous); in addition, UNDP has a strong presence in all governorates through staff and third party personnel (TPP). Each area office is headed by an Area Manager.

Under the technical supervision of the Center coordinator and administrative supervision of the Area Manager, and in close coordination with the Portfolio/Project Managers, and Technical Officers, the VTCE will be responsible for planning, monitoring of the ongoing vocational training courses through regular collection and analysis of information aiming to track the progress against plan, to ensure the achievement of objectives in a cost effective, high quality and timely manner, to assist timely decision-making.


III. Objectives of the Assignment

Provides administrative support to the YEP team to maintain an efficient office environment.
The Center assistant provides general administrative support. He/she will be responsible for the implementation and financial issues of the project, as stipulated in the program support document, handling incoming phone calls and other communications, as well as managing files, updating paperwork and other documents, and performing other general center duties


IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)

1. Organize offers and micro-purchases and follow-up on finalizing the procurement process on time and arrange for delivery of goods and services according to activities agenda.
2. Provides general administrative support and work collaboratively with YEP center team to maximize productivity
3. Preparing monthly salary list in collaboration with the project manager.
4. Collect and keep a full track record of invoices and receipts and submit to UNDP field office.
5. Ensure logistical arrangement readiness for all project activities.
6. Keep a track record of project activities including attendance, complaints, a problem encountered, results, and achievements Monitor all project activities, expenditures, and progress towards achieving the project output
7. Monitor and evaluate overall progress on the achievement of results.
8. Provide feedback to the Project Manager on project activities.
9. Process payments, file, and archive all relevant documents (vouchers, invoices).
10. Develop budget status reports, monthly and quarterly financial progress reports.
11. Maintain inventory of records of project deliverables, documents, files, equipment, and materials.
12. Full collaboration with the project manager and UNDP field office.
13. Answering phones and routing calls to the correct person or taking messages and other communications.
14. Monitors visitor access and issues passes when required.
15. Answers questions about the center and provides callers with address, directions, and other information.
16. Managing filing system.
17. Recording information as needed.
18. Updating paperwork, maintaining documents and word processing.
19. Helping organize and maintain center common areas.
20. Coordinating events as necessary.
21. Creating, maintaining, and entering information into databases.
22. Complete any necessary administrative tasks

V. Final product/Deliverables (For Output Based Contracts, clearly indicate milestones and percentage of total lump sum that will be paid for completion of each milestone)
1-Support implementation of project activities
2- Standardized and accurate reporting.


Qualifications
VI: Competencies

-High school degree
-Two years of related experience (Finance & admin).
-Experience in community-based assistance and in participatory community actions is an asset.
-Previous experience in working with institutions of the civil society and local public
-organizations, especially with UNDP is an asset. Computer literacy is a prerequisite
-Able to work on a team and carry work pressure
-Communication skills and speaking bouquets
-Skill in reporting
-Good knowledge of English
-The principles of feminism


Salary and Benefits
- This position is with ICI for the benefit of UNDP Youth empowerment project 3 in Damascus.

- Candidates with more than 3 months Third Party Personnel contract validity, will not be eligible to apply for this position

- Duration and Type of Assignment: 8 Months
