Responsibilities
Administrative Duties
• Archiving documents and papers relating to the implemented projects, hard copies and electronic copies, and share them with the team if requested.
• Providing pictures to document the stages of Oxfam work: 1. Pictures before starting the project 2. Pictures during execution and for each stage 3. Pictures after implementation and share with Oxfam team.
• Taking pictures for the equipment sign boards.
• Prepare certificates of hand-over, installation, implementation, and operation, signed by concerned parties.

Other Duties:
• Preparation of the as-build drawings (status quo) after completion of the works, when needed.
• Reports on the final project works.
• Preparing Power Point presentations to explain about all challenges and constraints faced during the implementation phase and lessons learnt for future projects.
• Conduct assessments for previous or current projects implemented by Oxfam.

Deliverables:
• Reporting needs and technical assessment in the field of WASH and EFSVL to Oxfam Eastern Hub.
• Minutes of Meetings with partners including points of views and recommendations.
• Reporting on the implementation of activities to Oxfam team.
• Preparing reports on testing and running the equipment.
• Preparing reports on conformity of the implemented works with the workplan according to the project.
• Preparing reports regarding the types of materials and equipment’s during delivery and installation of the materials listed in the BoQ.
• Submitting book of survey to compare the estimated quantities by the contractors and Site Engineer with the ones included in the contracts.
• Preparing reports on testing and running of the equipment’s and test methods used by the contractors.
• Provide final electronic and hard copies of all the produced documents during projects.
• Regularly present pictures with their dates, locations and contents to Oxfam team.
• Present clear and comprehensive AutoCAD drawings and schemes and including actual measurements taken in the field.
• Submit final projects reports containing the technical and humanitarian situation before, during and after the implementation and all the challenges, lessons learnt and recommendations.
• Preparing Power Point presentations when needed.
• Provide reports about the previous and current projects implemented by Oxfam in terms of operating hours, malfunctions, needs, and in the event of any damage.

Data Collection and Coordination with Partners:
• Perform needs and technical assessment in the targeted locations in WASH and EFSVL sectors in Deir EzZor governorate in coordination with the relative authorities, Oxfam team in the governorate and Oxfam country office.
• Coordination with the line authorities and various bodies concerned with the implementation of Oxfam projects, according to the request of Oxfam Eastern Hub.

Follow up and Supervision Duties:
• Fully adhere to staff safety and security SoPs.
• Supervise the activities’ implementation of the contracts according to the specifications and ensure compliance with the Book of Conditions and technical offer.
• Follow up the work progress and according to the workplan according to the contract.
• Follow up the supply and installation of the equipment’s, check each item and its conformity to the Book of Conditions and technical offer.
• Verify that the supplied materials conform with the quantities included in the contract and monitor the quantities of civil works though preparing Books of Survey.
• Follow up and conducting all necessary tests on materials and their conformity with international standards, Book of Conditions, and the technical offer.



Qualifications
• University degree in civil engineering or similar
• At least 2 years of proven work experience in the field of construction, water, sanitary and irrigation infrastructure
• Previous work experience with LNGOs/INGOs is an asset
• Ability to work independently with minimal supervision
• Experience in mechanical and electrical project supervision is an asset
• Strong communication and interpersonal skills with a diverse range of people, including with rural populations; diplomacy, tact and negotiating skills are essential
• Very good command in using Microsoft Office applications
• Experience in drafting using AutoCAD
• Good written and spoken English
