Responsibilities
1. Monitoring & Evaluation:
a. Assist in preparing new tools and templates and revise existing ones ensuring high standards of M&E (e.g. progress, quality, relevance and impact monitoring) in cooperation with the MEAL Coordinator.
b. Support the collection and analysis of accurate data (quantitative and qualitative) to ensure evidence-based programming and informed decision making.
c. Regularly track the progress of all targets and indicators within the MEAL plan and communicate progress.
d. Conduct simple data analysis, together with the Senior IM Officer and MEAL Coordinator using Tableau software. Develop statistics and charts to facilitate evidence-based programming with the support of the Senior IM officer. Including but not limited to perform data cleaning, preparation, and assist in translations as needed.
e. Seek solutions for more complex data management requirements in collaboration with the Senior IM Officer.
f. When necessary, support the MEAL Coordinator in the preparation, implementation and editing of evaluations.
g. Track the timely release of reports and other IM products.
h. Other tasks, as required.

2. Accountability, Learning & Capacity Building
a. Conduct regular project field visits within Syria to monitor progress and quality of activities and provide structured feedback.
b. Support the MEAL Coordinator and the Senior IM Officer with conducting trainings for enumerators in Syria on MEAL tools and methodologies, mobile data collection, database management, accountability mechanisms.
c. Support in the set-up of effective mechanisms for collecting and responding to feedback from the communities and key stakeholders to ensure accountability.
e. Assist MEAL Coordinator with technical research on cash assistance as part of a broader advocacy strategy to support MPCA interventions in Syria, the region and globally.
g. Assist in the identification, formulation, mapping, and sharing of best practices and lessons learned with the supervisor.
h. Carry out other tasks assigned by the supervisor.

3. Coordination and Partnership Management
a. Contribute actively to maintain a strong working relationship with partners and keep the Programme Coordinator informed of all partnership developments.

4. Administrative Support
a. Carry out all the logistical and administrative tasks required for the organization sub-office in the country including small purchases, reservations, preparations for visitors, and other related tasks as requested by the supervisor.

5. Other Tasks
a. Support in the revision of the project in-line with the lessons learnt.
b. Additional tasks as required by manager

Qualifications
Education:
University degree in Humanitarian or Development Studies, International Relations, Business Administration, Social Work, Education or a related field.

Professional Experience:
a. Minimum of 4 years of experience in a similar position preferably in Lebanon or Syria.
b. Prior experience in MEAL, data analyzing and proposal development.
d. Experience in designing tools and strategies for data collection, analysis and production of reports.
e. Experience in data collection and analysis as well as M&E assessment tools are required.
f. Proven work experience in a post-conflict setting
g. Sound understanding of the Syrian context.


Skills and Competencies:
a. Highly organized, good capacity of analysis and synthesis, and attention to coherence and detail. Strong inter-personal skills, patience and persistence, if required.
b. Strong motivation to work in close partnership with national partners
c. Proven ICT skills,
d. Expertise in analyzing data using statistical software
e. Strong training & facilitation skills.
f. Strong writing/reporting skills
g. Sound understanding of humanitarian standards
h. Solid communication and presentation skills, especially in writing.
i. Ability to work independently, with minimal supervision and to cope with time pressure
j. Highly experience with modern technology, modern MEAL tools

Specific Vacancy Requirements
Language and Other Requirements:
a. Excellent written and spoken Arabic and English are required.
b. Ability to work in Syria
