Responsibilities
II. Context
UNDP Syria works to, as stipulated in the Country Programme Document 2016-2017 (extended till December 2020), enhance the resilience and socio-economic stabilization of individuals and communities through restoring the disrupted livelihoods of the affected communities; and restoring, rehabilitating and maintaining sustainable basic services and infrastructure in damaged areas and host communities. Embedded in each priority is an institutional crisis response capacity development component for key national and local partners. Mindful of the scale of the crisis, the scaled-up, targeted, and rapidly responsive interventions of UNDP Syria would strive to mitigate displacement and movement of refugees, including forced, illegal, and unsafe migration and the trafficking of refugees, and to support potential returns of the IDPs.

UNDP Syria Country Office is located in Damascus. UNDP has area offices in Aleppo, Homs, Al-Hassakeh, Deir Ez-Zor, Hama, Ar-Raqqa, Damascus (covering the southern area: Damascus, Rural Damascus, Daraa, As-Sweida, Quneitra) and Latakia (covering the coastal area: Latakia and Tartous); in addition, UNDP has a strong presence in all governorates through staff and third party personnel (TPP). Each area office is headed by an Area Manager.

Under the technical supervision of the Field Monitoring Officer and administrative supervision of the Area Manager, and in close coordination with the Portfolio/Project Managers, and Technical Officers, the Field Monitoring Assistant will be responsible for monitoring of the ongoing projects through regular collection and analysis of information aiming to track the progress of field-level project implementation against approved project plans, to ensure the achievement of objectives in a cost effective, high quality and timely manner, to assist timely decision-making and to provide the basis for evaluation.

IV. Scope of work (Indicate if this is Time-Based Contract or Output Based)
1.Support planning and monitor implementation of project activities effectively in terms of deliverables and achievement of targets based on accurate qualitative and quantitative information aligned with project documents and partnership agreements.
-Upon request by the area manager, support the area office in preparing project proposals in terms of compliance with results-based management (e.g. SMART indicators, targets, baselines);
-In close coordination with the area office staff, field monitoring officer and relevant project manager, develop and implement field monitoring plans for the ongoing activities including field visits, interviews of beneficiaries and stakeholders etc.;
-As per the plan, conduct periodic field visits to monitor progress, bottlenecks, delays and other challenges, track results and risks and document them;
-Support and/or analyze data against qualitative and quantitative indicators listed in the project document or partnership agreement;
-Work closely with field project staff to analyze the challenges facing ongoing project implementation and suggest responsive actions and solutions;
-Monitor the implementation of project activities towards achieving the project outputs;
-Identify potential delays or deviations from action plans and project documents; alert area office teams of significant risks and issues, suggest corrective actions that will help in decision-making and follow up on implementation of corrective actions;
-Closely work with area staff to develop innovative monitoring tools and methods necessary to improve monitoring practices in the field;
-Participate in the preparation of and execution of baseline surveys;
-As needed, conduct regular visits to the target beneficiaries after completion of the project to assess its impact and long-term effects.
2.Standardized and accurate reporting including achievements against targets, challenges, lessons learnt and best practices through regular reporting on the progress of field-level projects.
-Collect and document success stories, synergies, best practices and lessons learn across projects that can be useful in the institutional learning process and increasing the results of projects;
-Prepare and submit quality monitoring reports in a timely manner capturing qualitative and quantitative progress of field-level projects according to the approved project plans;
-Actively participate in program and project evaluations, upon request;
-Closely work with area and field project staff to build joint capacities related to the regular monitoring of their activities;
-Perform any other duties as may be assigned.

VI. Required Skills and Experience
Education:
A bachelor's degree in Civil Engineering, Architecture, Mechanical, Electrical Engineering or 4 years of relevant professional experience.
Experience:
-At least 2 year of experience in a field work with a national or international organization preferably in monitoring, project planning and implementation.
-Demonstrated reporting skills.
-Experience in utilizing computers including word processing, spreadsheets and other software packages.
Language Requirements:
-Fluency in written and spoken Arabic and English

Note: Preferably candidates’ resident of As Sweida Governorate


Salary and Benefits
This position is with ICI for the benefit of UNDP Projects Implemented in Sweida Governorate - Sweida -Candidates with more than 3 months Third Party Personnel contract validity, will not be eligible to apply for this position
