Responsibilities
The Northern Syria Area Manager will be a full-time employee of ZOA Syria under the direct supervision of the Programme Manager. Her/his role is to be responsible for the coordination, management, development and representation of ZOA programming in Aleppo and potential other governorates in Northern Syria (GoS). The Area Manager also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and security. The Area Manager has a background in WASH interventions in the humanitarian sector.

IV.Main Activities

•Act as the primary ZOA Representative in Aleppo Governorate and attend all relevant meetings, to facilitate and ensure cooperation and partnerships in the covered governorates.
•Protect and maintain ZOA’s status.
•Maintain relationships with government authorities and other relevant stakeholders in the area of operations.

•Identify opportunities for new projects in Aleppo and other Northern governorates.
•Provide assistance in developing concept notes, budgets and project proposals.
•Ensure a safe and secure environment for ZOA staff, beneficiaries and assets by ensuring local security procedures are up to date and SOPs are being followed in line with the Local Security Plan and ZOA policy, promoting regular staff training, providing safety and security analysis, recommendations and follows-ups.
•Ensure all staff members working for the designated projects and all visitors receive appropriate security briefings.
•Ensure staff evaluations are conducted on a regular basis and share with the Programme Manager to be sent to the HR Department.
•Ensure complete and timely high quality reporting internally and to any other relevant bodies, with the approval of the Programme Manager.
•Collaborate with the Country Office logistics and procurement team to maintain the regulations and develop procurement plans, tenders documents and suppliers contracts.
•Oversee the preparation and submission of annual activity-based project budgets as well as monthly and quarterly financial reports and sending of new requests.
•Provide the cash needs forecast to Country Office Finance on weekly/monthly basis as required.

•Ensure project(s) activities compliance with the policies and regulations of the donor organization.
•Monitor activities budget lines to ensure spending is in line with project timelines and implementation schedules, ensuring balancing and accounting budget for the project(s).
•Responsible for overseeing the development and execution of project deliverables, lead project planning, budgeting, action plans and monitoring processes.
•Responsible for submitting activity/ project reports, and meeting minutes and on regular basis to the donor.
•Act as a leader and mentor to the team members of the project(s) responsible for.
•Other duties as required in support of project deliverables.


Qualifications
Knowledge & Experience:

•Bachelor degree in Engineering, Business Administration, Development Studies, Social Sciences, or other relevant field.
•Mix in engineering and Business Administration/Development Studies background is a plus.
•Minimum of 5 years of experience in a senior project management position.
•Experience in the implementation of community based WaSH projects is a must.
•Experience in any field related to Cash, Livelihoods and Education projects is a plus.
•Knowledge of Aleppo context is a plus.
•Excellent spoken and written command of Arabic and English.
•Excellent analytical, writing and reporting skills.
•Computer literate with good working knowledge of Microsoft Package (Outlook, Word, Excel and PowerPoint).
•Experience working with and capacity building local partners is a plus.
