Responsibilities
1.Background
Unemployment especially among youth and women has always been a challenge for countries in the region, including Syria.
The unstable macroeconomic situation in Syria, alongside the devastating impact of the continuous crisis in the country, as well as the loss of skilled labor, have resulted in serious imbalance in the labor market in Syria, resulting in high levels of poverty, limited access to job opportunities and limited access to marketable skills.
Investing in youth in Syria is essential for socio-economic recovery and building the country’s future. Within this perspective, unemployment among youth is a critical issue to address.
While education and Technical Vocational and Educational Training (TVET) are directly related to labor market dynamics, mismatches between supply and demand and between skills and job requirements remain as serious challenges and providing the right skills sets and competencies meeting the labor market requirements is essential to boost employment and consequently economic growth and sustainable development. Given the huge human capital loss caused by the crisis and disruption of schooling and education, the urgency of youth specific employment intervention becomes crucial.
In response to the above, UNDP through its active labor market program intend to develop an active employment network targeting disadvantaged youth with a set of services that supports sustainable job creation by bridging supply and demand in the labor market. therefore, in partnership with the Ministry of Social Affaire and Labor (MoSAL), UNDP established a network of employment and youth empowerment centers to facilitate youth connection with different kind of employment support serv
2.Scope of Work, Responsibilities and Description of the Proposed Analytical Work
YEP center coordinator, under overall guidance of the local officer for Economic Development and Livelihoods, and direct supervision of the Area Manager in Homs, will deliver the following tasks:
1)Job Purpose and Outputs:
The purpose of the centers is to improve the youth ability to efficiently participate in the labor market in Syria through boosting their employability and improving their access to job opportunities.
The purpose of the Center Coordinator job is to ensure fulfilling the center purpose through facilitating youth and women connection to different kind of employment services and to achieve the project specific performance indicators of its services.

2)Job Role and Organizational Context
The Center’s Coordinator implements administrative and financial management of the center and manages the implementation of the center’s, coordinates among the center’s team members and coordinates with the local stakeholders. He/She reports to the relevant UNDP area manager in close coordination with the project coordinator.
3)Target Groups:
Unemployed individual including youth and adult’s male and female between 18 years and 45 years
3.Organizational Context:
Under the overall supervision of UNDP program management, the Center Coordinator will report directly to the relevant UNDP area manager in close coordination with the Project Coordinator
4.Duties and Responsibilities
1.Planning:
-Develop and implement a planning mechanism to ensure an efficient and effective achievements of the center objectives, and the key center’s indicators through:
-Delivering of the center’s services.
-Networking and cooperation with the center’s relevant stakeholders.
-Follow-up with the beneficiaries.
-Internal coordination and collaboration among the different center’s team members.
-Lead the center’s planning process in cooperation with the different center’s team members and develop the center’s plan according to inputs from stakeholders and partners and UNDP project management.
2.Administration:
-Efficiently implement the administrative system of the center.
-Efficiently implement the financial management system of the center
-Implement the Human Resource Management of the center.
3.Coordination:
-Regularly inform team members about progress.
-Provide daily oversight and coordination of FOs.
-Provide technical advice, orientation and support to team members.
-Continuously, monitor performance, progress and achievements of all team members.
-Facilitate and supervise collaboration among the different FOs.
4.Networking:
-Promote networking and knowledge sharing through continuous coordination with local stakeholders including:
-Local government agencies.
-Local community representations and local related NGOs.
-Chambers of Commerce and of Industry in the governorate.
-Potential employers at the governorate.
-Potential suppliers of vocational training services at the governorate.
-Provide as required input to the continuous coordination between UNDP project management and MoSAL.
-Facilitate site visits to be carried out by UNDP management or stakeholders’ representatives
5.Communication Plan:
-Provide inputs to the communication as required by the UNDP project management.
-Coordinate with officers at the center documenting project activities with photos and videos.
6.Monitoring and Evaluation:
-Submit progress monthly reports providing elaborated details about progress against the project plan and achievements against the project targets. As well it should highlight challenges and obstacles faced or may be faced by the YEC / YEP center and update on the project risk matrix at center level.
-Submit a financial Report on a regular basis.
-Submit a Final Report at the end of phase 1 of the project. It will include the overall Center’s achievement, strengths and weaknesses, lessons learned and opportunities for scaling up.
-Analyze the data captured in the center’s database about the beneficiaries in order to assess the effectiveness and efficiency of provided services and the potential future development of these services.

5.Qualifications
V. Recruitment Qualifications
Education: Bachelor’s Degree in management, Administration or Business-related fields.
Experience:
-At least 5 years of professional experience in business planning and management related areas.
-Demonstrated experience in managing project and team.
-Relevant experience in human resources management and development is an asset.
-Relevant experience in business support programs
Language Requirements:
-Proficiency in Arabic.
-Working knowledge of English is an asset

-Relevant computer skills



Salary and Benefits

-This position is with ICI for the benefit of UNDP YEP- Homs
-Candidates with more than 3 months Third Party Personnel contract validity, will not be eligible to apply for this position

-Duration and Type of Assignment: 6 months
