In collaboration with the country team, support the mission in programme implementation, MEAL, procurement and financial management. In cooperation with the Programme Coordinator and the Senior Management Team (SMT), actively contribute to need assessments, field operations, design of tools and project proposals, strategic planning and cross-sectoral collaboration, external and internal representation of the organization with stakeholders of relevance
In the framework of the AICS funded project, the National Programme Manager/Project Manager AICS is in charge of the overall implementation of project activities and is responsible for the economic and financial management of the intervention.
Programme
In collaboration with SMT, engage in the identification of humanitarian and financial needs, analysis of humanitarian context, risks, constraints, prevention and mitigation measures
Ensure close coordination and interaction with technical coordinators/staff deployed in the mission, in order to ensure consistency and harmonization of modalities of implementation, tools, approaches etc.
Project Management (AICS funded project)
Under the supervision of the Programme Coordinator, responsible for steering, monitoring and overseeing the overall implementation of the project;
Coordinate the planning and execution of project activities in order to achieve desired objectives and results within the defined project timeframes;
Ensure the compliance of the action with the donors' rules and regulation
Ensure the accomplishment of all the below-listed tasks, following INTERSOS and AICS regulations
Administrative/Finance and Logistics
Responsible for the financial management of the project, securing control and proper tracking of expenditures and development of forecasts in line with the project duration and objectives;
In coordination with the Finance Department, in charge of foreseeing and draft amendments and revisions of the project when necessary and in due time in compliance with donors requirements;
In coordination with the Logistics Manager, plan and supervise all procurement processes as well as logistical needs programme in order ensure efficiency of implementation;
Monitoring and Reporting
Responsible for the development of a project MEAL plan, ensure proper measurement of indicators and progression of project activities against objectives, detect deviations from objectives and propose corrections;
Conduct periodic field visit to the project locations to ensure the quality of the intervention in compliance with the internal and donors' standard
Elaborate and oversee the Projects institutional memory, keeping written records (and file them) on its development, in order to disseminate INTERSOS achievements and improve awareness
Produce a monthly internal specific reports and elaborate mid-term and final reports, according to donors rules and regulations and INTERSOS Project Appraisal Tool, ensuring accurate data collection and timely submission
Human Resources
Coordinate and supervise projects staff, plan and distribute tasks and workload among the teams, guiding their comprehension of the issues linked to the Project and the Mission through regular working meetings and feedback mechanisms
In coordination with the HR department and relevant Managers, identify training needs, building the capacity, coordinate, supervise and motivate the staffs, supports ad hoc training sessions and on-the-job training, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people and integration and professional development and to maximize their capabilities and commitment to INTERSOS values and project’s goals
Be responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff and development and internal communication);
External Coordination
Represent INTERSOS within programme limits proactively participating in relevant technical coordination meetings, cluster meetings and working groups. In close consultation with the Head of Mission, develop institutional contacts with local government and national partners at project and level (civil society, civil and military authorities, NGOs, non-state actors, Ministries, UN agencies and donors etc.) as well as with media in order to obtain all information and agreements necessary for the integration of INTERSOS and programmes in the local context and improve the targeted population and awareness on them
Conduct other tasks as required by the Line Manager

- University degree in social sciences or education.
- Minimum 3 years relevant work experience in project management preferably in the Protection and Health sectors.
- Fluency English and Arabic compulsory
- Extensive knowledge of the Syrian context and experience in governmental requirements
- Essential computer literacy (word, excel and internet)
- Demonstrate experience with different donors compliance and reporting, as well as project management
- Leadership, people management and development, teamwork and cooperation
- Strategic vision, results and quality orientation
- Behavioural flexibility
- Commitment to INTERSOS principles

- This position will cover the activities in Damascus, Rural Damascus, and Hama Governorate so that the ability and flexibility to travel among the Governorates is required.
