Responsibilities
The Main Purpose:
The Liaison and Informational Management Officer supports information management and data protection at the mission level. S/he supports HoM and SMT in conducting mapping and context analysis along with the development and operationalization of security strategies and protocols at the mission level. The implementation will include relationship building with relevant national and international stakeholders, assessments to the field bases, trainings, and capacity building of the staff at the Damascus office and field bases.

Tasks & Responsibilities:
Information Management:
• Contribute to the design and implement data strategies and systems, and assist the data team and others communicate the status, value, and importance of data.
• Support the collection, storage, management, and protection of data at the country level
• Identify risks and opportunities based on insights derived from data.
• Support the coordination with HQ, external and internal partners on data and information management efforts and mechanisms.

Liaising and Security Management:
• Support the management of security and protection policies and operational support to enable the most secure and effective implementation of INTERSOS programs;
•Support the design, establishment and maintenance of security support systems, in particular, INTERSOS Comprehensive Planning Process (CPP) and related SOPs;
• Liaise with all available security-focused platforms both at the Damascus and field office levels and report about related outputs from these contacts, providing HoM with the minutes of all meetings.
• Coordinates and negotiates with local authorities, community stakeholders, military, police to access relevant information pertaining to the security and safety of INTERSOS humanitarian activities;
• Conducts scheduled and ad-hoc field visits at each program site, including central and sub-offices and program delivery locations for security assessments, audits and staff training and security awareness;
• Maps security incidents, write incident reports and other brief targeted analytical reports, and understands patterns and threats.

Training, Learning, and Knowledge Sharing:
• Support the roll-out of INTERSOS Security strategy, associated policies, framework, tools, and processes through training and participatory workshops.
• Develop security briefings and presentations and deliver ad hoc security training, and support the implementation of training and capacity building materials for remote management use.
• Keep up-to-date with developments in humanitarian access and negotiation along with security issues in humanitarian aid and incorporate key components into the training curriculum.

Country and Regional Geopolitical Trend Analysis:
• Develop context and situation analysis and risk analysis in order to ensure the correct update of the Security and Safety plan.
• Investigate and forecast emerging threats and share learnings with country teams to aid in proactive planning and response strategies.
• Support the country offices with factoring in security risks and analysis, and conduct conflict sensitivity analysis in project locations and in potential areas of intervention



Qualifications
• Bachelor's degree; Further education in security administration or similar field will be an asset.
• Experience using relevant technology and equipment.
• Experience in reporting and emergency response planning
• Excellent knowledge of security protocols and procedures
• Working knowledge of MS Office
• Excellent communication and interpersonal skills
