Responsibilities
• Develop the overall framework for monitoring and evaluation including regular project reviews, process and operations monitoring and participatory impact assessments indicators for M&E of different types of projects
• Responsible for managing the monitoring measurement and evaluation of the program and for overseeing the work of the monitoring and evaluation team
• Guide the design and execution of M&E methodology that tracks with the established project Results Framework
• Responsible for the collection, input, analysis, and dissemination of accurate data in order to monitor and evaluate the impact of the project’s activities on its beneficiaries according to the indicators in the Result Framework
• Supervise all work related to M&E activities as determined necessary by the program
• Oversee the design and development of data collection tools and forms to guarantee timely, valid and reliable data collection at the field level
• Review, analyze, and evaluate monitoring reports and identify the cause of potential bottleneck in program implementation
• Collaborate with implementing staff on qualitative and monitoring to provide relevant information for ongoing evaluation of program activities
• Take an active role in ensuring that MEAL activities are conducted efficiently and in a timely manner
• Ensure activities, results, challenges and lessons learned are accurately documented in a timely manner and are available to all key stakeholders
• Oversee the data collection for indicators feeding the learning agenda
• Organize trainings on MEAL topics
• Establish and agree on key performance indicators, monitor ongoing performance, and improve performance against set goals – in case of managerial position
• Achieve outcome of SIF projects according to Donors conditions and requirements
• Ensure adherence to SIF Procedures Manual
• Maintain confidentiality and ensure the non-disclosure of any information whatsoever relating to the practices and business of SIF, acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty
• Commitment to humanitarian business ethics
• Perform other duties as required.


Qualifications
• At least 3 years of management experience in an NGO environment, preferably in education and protection in emergencies.
• Bachelor’s degree in engineering or any related field.
• Proven track record in delivering quality programs to deadlines, including finance.
• Ability to follow up on a range of projects and tasks simultaneously, to analyze information, evaluate options, define priorities and to plan strategically.
• Knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management.
• Fluency in written and spoken English.
• Excellent computer skills; knowledge of excel and other data entry programs.
