Responsibilities
Purpose/objective of the position:
Under the supervision of the Program/Project Manager, s/he will be responsible for the timely and quality implementation of INTERSOS’ protection programs in Syria, ensuring the effective and timely completion of activities, delivery of quality outputs, and achievement of outcomes with maximum impact for beneficiaries. In doing so, the Protection Activity Manager will be responsible for supervising INTERSOS protection officers and coordinating with SARC field teams. The PAM will ensure training and capacity building of field staff to enhance the quality of the interventions.


Generic Duties:

1. Protection activity management
- Oversee the implementation of all protection activities across implementation locations, in coordination with all relevant program and project managers, and with the technical support of the Protection Coordinator;
- Oversee the delivery and provision of static and mobile protection services (including case management, PSS, recreational activities, in-kind assistance, awareness-raising, life skills training, community-led initiatives) and ensure that appropriate services are delivered in accordance with international protection and humanitarian standards;
- Ensure that static centres and mobile teams are properly equipped to operate effectively by overseeing the procurement and delivery of relevant activity tools and materials with the logistics department, in coordination with the program/project managers;
- Under the technical supervision of the Protection Coordinator, oversee the case management process and ensure that cases are managed in accordance with established SoPs and minimum standards, and provide guidance and support to case management officers and case workers (in collaboration with the implementing partner’s case managers), in particular for complex or high-risk cases;
- Review and double-check requests for ad hoc in-kind assistance submitted by Case Management Officers to ensure they are in accordance with the INTERSOS SoPs for Protection In-Kind Assistance, and submit them to the Program Manager and Protection Coordinator for approval;
- With the support of the program/project managers, prepare detailed implementation work plans for protection activities, and ensure that field teams operate in accordance with such planning by providing required support and supervision, with special attention to logistic and security issues in the field;
- Report any technical/operational issues in the implementation of protection activities to the concerned program and project managers and/or Protection Coordinator, and support trouble-shooting;
- Conduct regular field visits to monitor and supervise the implementation of protection activities and provide appropriate feedback to the INTERSOS and SARC protection teams;
- Support mapping of services relevant to protection programming;

2. Protection team management
- Supervise and provide technical guidance and support to all protection staff under direct supervision (Case management officer and PSS officers), ensuring quality in the implementation of activities and services as well as the adherence to protection standards;
- Organize regular and ad hoc protection team meetings to discuss general challenges and best practices in their tasks, and to provide guidance accordingly;
- Support the professional development of protection personnel under his/her responsibility, by identifying capacity-building needs, providing appropriate mentoring and support, and discussing capacity-building plans with the Protection Coordinator/Program/Project Manager for both internal and external training;
- Contribute to the design, translation, and facilitation of training to meet the capacity-building needs of protection staff.
- Promote a positive working environment within the protection team and manage interpersonal conflicts among team members as needed;
- Support the Program Manager on the recruitment of protection staff;
- Conduct regular performance reviews (IRPs) for staff under direct responsibility;
- Support the Program Manager in keeping track of and managing absences, leaves, and permits of supervised staff;

3. Protection reporting and program development
- Support the Project and Program Managers in developing required donor reports by providing inputs about protection activities as well as relevant insights on protection-related issues;
- Regularly review data and information collected during protection activities (including CM and PSS databases) and compile regular protection reports highlighting gaps, concerns and trends to inform future programming;
- Remain up-to-date on protection trends and developments (including CP and GBV) in areas of intervention to inform reporting and program development, and support protection needs assessments;
- Provide inputs as required by the country coordination team for the development of protection project proposals;

4. Internal and external coordination
- Closely coordinate with other protection and program staff members, in particular, the Protection Activity Manager in other areas of intervention, to ensure synergies in the implementation of all protection activities across INTERSOS’ areas of intervention in Syria;
- Liaise and coordinate with SARC protection personnel (at both branch and HQ level) as relevant and required by the management and coordination team;
- Closely work with INTERSOS’ support departments teams to ensure the timely implementation of protection activities;
- Actively participate in internal coordination meetings as relevant and required;
- Upon request by the Protection Coordinator or the management team, participate and represent INTERSOS at relevant protection fora and coordination meetings, both at local and national level

5. Other tasks
- Support the Protection Coordinator/IM Officer in the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly;
- Contribute to the development of protection technical tools and materials.



Qualifications
- University degree in relevant studies or any related field
- Minimum 2 years of relevant work experience in project management, preferably in the Protection or Humanitarian sectors
- Fluency in English and Arabic is required
- Extensive knowledge of the Syrian context and experience in governmental requirements
- Essential computer literacy (word, excel, and internet)
- Demonstrate experience or willingness to learn the different donors’ compliance and reporting
- Leadership, people management, and development, teamwork, and cooperation
- Strategic vision, results, and quality orientation
- Behavioural flexibility and ability to work under pressure
- Commitment to INTERSOS principles
- Understanding of humanitarian operations principles, standards, and best practices
