Responsibilities
II. Context
As Power generation plants in Syria have suffered greatly because of destruction and looting during the conflict and sanctions imposed on Syria, there has been a substantial decrease in electrical production down to 2000 MW in 2022. And access to reliable sources of energy is key for saving and sustaining lives, and for promoting resilience that would support the return of displaced people to affected areas. Reliable energy is a critical component of the functioning of basic social services such as health care centers, hospitals, and schools. It is also a fundamental building block for promoting livelihoods, sustaining micro, small and medium enterprises and supporting resilience of vulnerable households. Currently limited access to electricity is one of the major constraints for Syrian families, neighborhoods, and businesses to light and heat houses, cook meals, do homework for children, provide quality healthcare in hospitals, go around after dark. It is a major roadblock for Syrian women, people with disabilities and other vulnerable groups to have decent life and have access to vital services.
The Partnership Agreement between UNDP and UNHCR aims to pursue the protection of and assistance to persons of concern to UNHCR as well as affected host communities in Damascus and Rural Damascus. The project under this Agreement aims to reduce vulnerabilities, enhance protection, and reinforce the resilience of the populations of concern to cope with the effects of the current crisis, through shelter and rehabilitation.
To support the Local Communities in Daraya and Al Tadaman areas in Damascus and Rural Damascus, UNDP will provide and install electrical transformers in both areas along with its medium and low voltage cables.
Moreover, Residents in Jaramana are suffering from a severe lack of water for local communities. People currently are buying water from private tanks which is not subject to any quality control and at high prices, that reflected negatively on the health of inhabitants, UNDP will also support in providing solar panels for different wells in Jaramana to secure sustainable water for the people of Jaramana.
III. Objectives of the Assignment
Under the overall direction of the Area manager and the technical direction of electrical and renewable energy technical officer, and the project supervisor, the Project Technical Officer will be responsible on the overall supervision of the rehabilitation medium/low voltage cables and installation of electrical transformers in Al Tadamon and Darya.
Activities implementation
-Establish and maintain working relationships and coordinate with the Technical Committees.
-Daily follow up and monitoring the progress in implementation of the works related to the project’s activities through submission of technical progress reports to be signed by the Technical Committee and stakeholders.
-Supervise the implemented works and make sure that they fully comply with the technical specifications and technical offers.
-Quality control of all materials implemented in the rehabilitation site and prepare the relevant necessary reports.
-Track the implemented items quantities and make sure that they are being shared with the management and technical committees.
-Ensure that the work method statement is being implemented properly as per UNDP general conditions, rules and regulations.
-Report to the Project Supervisor of any deviation of the timeline that is provided by the contractor.
-Organize work between project staff and ensure that the entire team fully understand the purpose and framework of the project, why it should be interfered with and what their respective competencies are
-Guide, support, and provide feedback to ensure the work runs correctly.
-Identify potential obstacles and risks that the project may face and propose solutions and measures to mitigate or avoid them.
-Document project activities and lesson learned to be shared with the Project Supervisor and the relevant office in UNDP.
-Coordinate the work of all contractors, ensuring the timely delivery of expected outputs, and effective synergy among the various sub-contracted activities.
-Support monitoring and evaluation activities.
-Provide regular progress reporting on the assigned project.
-Perform related duties as assigned or as the situation dictates.

Communication and reporting:
-Report complaints received from beneficiaries or any other stakeholders.
-Constant communication and holding periodic meetings with the technical committee appointed by the partners.
-Follow up with daily field visit to the Field.
-Report immediately any delay, challenge, or other relevant information to the Technical Officer.
-Report on the progress of activities on a daily and weekly basis to the area office and to the "Electricity and Renewable Energy" Technical officer.

VII. Recruitment Qualifications
Education: A bachelor's degree in Electrical, Mechanical Engineering or other related fields can be considered with three years of relevant experience (Master’s is preferred)
Experience:
- 3 years of practical experience in the design, supervision and implementation of electricity rehabilitation projects.
-Experience in transformer´s installation and maintenance projects is an asset.
Language Requirements: Good command of Arabic and English



Salary and Benefits
-This position is with ICI for the benefit of UNDP Rehabilitation of Electrical Transformers – Damascus & Rural Damascus Governorate
- Expected Places of Travel: Damascus & Rural Damascus Governorate
-Candidates with more than 3 months Third Party Personnel contract validity, will not be eligible to apply for this position

-Duration and Type of Assignment: 3 months, with ability to extend.
